If the panther is moving forward when the ram starts you can longer avoid it except when you have blitz. only when your standing still can you avoid a ram at vet 0. Also avoid it sounds but im not a korean and if even make simple mistake or 1 second of distraction and you can lose a very expensive tank. so why the fuck should i use it when the p4 performs much better and is not cost effective to ram. so its much safer to use. Ram doesnt kill the tank. That 1 second mistake means more likely the Soviet has lost his T34 and you smoke and limp away for repairs. And thats IF it penetrates. Thats a more believable scenerio if your using maybe a P4. But a Panther still has 960 HPs that would take what 4 Zis guns and Mark Vehcile to take it out before it limps home? TBH I only EVER Ram as a last resort and if I have a veritble herd of T34s AND I am behind my own lines. Because against a Panther there is a very good chance your just going to stun it. Unless you LOL flank the fastest vehicle in the game...... In: COH2 Balance

That's why they have such a cheap initial cost. They're supposed to be used to harass the enemy or secure a flank, not replace your main infantry forces. My main point is if they had lower reinforce cost, why would you ever field conscripts if you can call partisans in for cheaper initial and reinforce cost, same hp and armor, more damage if you're lucky with the weapons, being able to plant mines, and the ability to deploy behind enemy lines? Two words... Rifle Grenade. It will one shot Partisans. That shouldnt change. Conscripts would still be a safer bet. Also the HP buff needs to be purchased with alot of muni. Which means less mines, maphack, mark vehicle. Right now its not worth getting because of Rifle Nades and reinforement cost. It just boggles my goddamn mind that conscripts cant merge with irregulars and partisans. It seems like relic just limited the already limited usefulness of this ability. In: COH2 Balance

Despite this i don't think soviet AT is lacking at the moment and is capable of dealing with both the tiger and panther in the form of the su85. At the moment its simply not viable to use the panther at all. if one ram can knock it out then your best of spamming p4's. but that makes for a boring game where the only viable german tank is the p4 to counter t-34 spam. Your thinking of only team games. If the SU has T34s he doesnt have SU85s. This is the dilemma. Also in team games its not like 2 SU players can spam SU85s and T34s. One will usually have T3 one will have T4. So if the T4 teammate loses his SU85s (which he will because they are just soo soo bad at getting away from anything) you cant back him up by replacing it. You can just spam more T34s... In: COH2 Balance

Remember thats the cost of Pgrens. And Pgrens are so much better. I like the idea of the clearing. Maybe give them a cheaper demo charge that just clears bunkers? 90 muni is more a punishment to the SU player then Ost losing the bunker. Combine that with 3x stronger SVTs and 3 x Mosins and have the Mosins die first thus preserving DPS? Big changes I understand but it would serve to give them a defined role and not boost their DPS thus making Pgrens worthless. In: COH2 Balance

Even if you go for penals, german will have 4 units and 5th on the way by the time you have 2 penals, not to mention the lost field presence and complete lack of capping power. Actually I use them alot. And its typical that I have 3 units to the Ost 5 if I go early Penals. Because you can build Scripts at the same time as Penals. And their usefulness in this scenerio is to force retreat Grens. And they will. Which nullifies Grens capping power as well as doing early MP damage to them. Further with a Scout car even without a flamer you can clear out MGs from buildings. Finally once you kill your first HMG man it. Now you are on equal terms with them as far as field presence. Not to mention the look on Osts face when they try to clear out the Penal HMG and the crew kills their Grens and DESTROYS whats pinned. In: COH2 Balance

Those SVT's are good at all ranges, but their other powers are all about the close fight, and their DPS is spread out on 6 low armor models, like you said, so they can't really be used in a frontal charge like shocks or panzergrens. A 40 mp cost decrease would be nice. They'd come out just a wee bit faster and wouldn't cost you as much when you don't have the opportunity to reinforce them through merge. Instead (or maybe even additionally) a bit stronger vet would make them a better investment, without making them a no-brainer unit in the early game. I think they really need early armor vet more than DPS vet. The DPS boose they get at Vet 2 is actually pretty decent. But due to the spread out nature of their DPS and the lack of armor it still falls off too fast to LMG grens. I would even be happy if they were 240 MP and came only with half SVTs and you paid muni to upgrade them with another 3. That way they could be non doctrine AI mirrors to Pgrens. Cheap manpower wise and able to use muni to make them great AI. Or just boost the SVTs into G43 like effectiveness and they only have 3 period. That way their DPS doesnt drop off so fast. Ram is too random. It is a poorly designed ability flawed at its core and should be removed. Of course I understand that Soviets would need something to help T3 take on Ost tanks, and it should get it. I don't know if an upgrade to the 85 would be answer, it would need to be checked by the balance team. However, I fully agree that any change to ram should result in a buff to Soviet AT. Forcing Soviet players to rely on 76 and AT guns is not a good idea. Agreed. Maybe simply increasing the Pen of the T34/76 to that of the P4 would do it. But Relic doesnt seem to want that to happen. Plus it would pretty much leave the T34/85 is a weird spot. Relic doesnt seem too keen on removing Ram though or they would have done so ages ago. In: COH2 Balance
Thread: Penal Battalions THE THREAD!3 Mar 2014, 19:05 PM Hi all. I have seen no dedicated thread to Penal Battalions so I decided to make one. This unit has been pretty much ignored since beta and has never been quite up to snuff for its cost IMHO. It has a strange role and really doesnt seem to fit right anywhere. Further its very expensive. I would like to get people discussing what they think should be done to make Penals worth going Soviet T1 regularly. So I will start. Penals have excellent early DPS and can be merged with scripts without penalty. They do slightly more DPS then LMG grens while costing 50% more manpower and population cap. However they tend to lose to LMG grens because of the even spread of their DPS per model while the LMG is on the last Gren model to die. This means that you have a good chance of losing your Penals to LMG grens once they start to appear. Penals also cost as much as Pgrens. They are not as flexible as Pgrens and their AI is nowhere near their calibur. They CAN beat PGrens if the Pgrens have taken health damage and they get them at long range or RNG blessed them during the Pgren charge and they have a flamer for 60Muni. Penals have satchels. Satchels are excellent at clearing buildings and wrecking havoc on weapon teams or fools that are not paying attention. The real problem with Penals is scaling. A unit thats part of the Soviet dedicated AI building that is not equal to the German dedicated AI unit yet costs the same. Some say they arent AI units but I disagree with that 100%. Now if you were to buff Penals DPS then they would come too soon. It would be like a Pgren rush so early the Ostheer player would really struggle trying to handle it. If you buffed their armor then they would probably wreck Pgrens and thus make Pgrens without shreks even less of a viable choice for Ostheer. My preference would be to lower their cost to 320 MP and their upkeep to that of conscripts to make them a valuable and viable unit. Please discuss. In: COH2 Balance

I don't think it needs to be nerfed or buffed per se, but you are way under selling such a well rounded unit. Stop bringing up the Tiger please, its goal is to kill tanks, and its not like when it arrives the IS-2 automatically dies. It just means the IS-2 has to be careful not to over extend. Again a single AT nade can cripple the tank, and then the IS-2 can dodge in and out of the max range firing a shot off and weakening it or killing Pio's trying to repair. I dont disagree. It is an excellent tank yes. But its not an overpowered or imho a cost appropriate tank. It should cost the same as the Tiger and no more. The squad whipes are rare unless a unit is in a bad spot or low on health. And I will bring up the Tiger lol why wouldnt I? They are both the respective heavy tanks. Tiger is hardly terrible at killing infantry, is cheaper and will kill the IS2. And you have to know by now that a single AT nade is usually not enough against German heavies because of two reasons. 1.) It has lower Pen then the Faust 2.) German heavies tend to have very high armor. And just forget about it if its a Vet 2 Panther. To get a Panther snared or a Tiger I usually have to use 2-3 AT nades. Also I dont send in an IS2 unsupported thats crazy talk. I am pointing out that it is highly counter-able. Its not this OMG beast that its made out to be. In fact it should always be backed up by a Zis in the case of Tigers coming to end its life. I dont particularly care for the IS2 as noted above it comes so late now that its life span is usually very short and further its expensive. Also I dont have a problem actually with the Panther doing well against it because an SU85 can kill a Tiger. The Panther in my eyes is the German SU85 (but better in almost every way) Just pointing out the facts is all. In: COH2 Balance
