Yes I had some cheesy games against enemies using AT Partisans but I was also using them in my recent Games as Soviet and as I already stated out they are over performing(ImO)

Sorry I was mistaken.I tested kinda the same tactic when playing brit(Put some infantry into UC and rush into his base) and apparently you can't arty his basesector(maybe it was some kind of "bug" or wrong designed base sector on the map where this happend to me)
The only issue that truly needs adressing is the restriction of only sweeper or shrek.
Yes, puttig away the sweeper is fun and all. But removing this feature and allowing shrek as a second upgrade would allow you to use them perfectly all game
Early cqc specialist > Mid sweeper + decent support with 3 stg > End shrek + sweeper to support armour push but very little AI left
What about a 90 ammo upgrade which contains Schreck and Sweeper but still allows you to put sweeper away ?
As far as I know ukf is the easiest faction to kill with base rape. This is becouse they have harder time getting AT and snares. A 222 rush can kill your base before you even get started. Usf suffers from that as well but they at least have a snare to defend.
Other 3 factions are really hard to kill with base rape. With sov and ost you simply build the cheapest building in the corner. Even a ghost is enough not to lose. And you can have multiple. So it is much easier to survive. Okw is also in a good spot here. They can't build multiple buildings of the same type but they can hide them all around the map making the process of finishing the base much longer.
Honestly, the fact that you can technically rebuild your base for free doesn't really matter when you consider that you will see a game over screen before being able to do that.

Yea sure ... Sdkftz 222 rapes your base ... I mean MG bunkers and Rifles on Infantry just do not exist and I also always build 3 T 3 HQs as OST to avoid losing T3 by arty(works just fine).
But what I find funny is that most of allies players say "go place your Trucks in base if you do not like getting them destroyed by Off Map abilitys ... Risk-Reward ... etc." but now you say that I should spread them all over the map on purpose so Enemy has it harder to destroy them ... I think I should try this(I mean what can possibly go wrong).
And again : I am not talking about a whole destroyed base but about a destroyed base with one or more building left
Since the WFA patch that banned it I have yet to see an okw truck get nuked in base from an off map. If you don't want them to be vulnerable do make them vulnerable. If you build your med truck in base youll still heal from the medics in the same way the Soviet do. Build your schwrre in base and you can still use it to shoot some planes, build yuur mech in base and y oh still repair tanks there. If they are on field it's because YOU put them there because YOU wanted to reap the rewards of them being there. The enemy exploited YOUR risk. Working as intended. Also if yuu scoot around you will see that there is discussion about how shitty brit base arty is. It takes the appearance of arty but it doesn't function like it. It is a teching perk like the KT. You can't fire it at will nor is it terribly effective. It warns the enemy and it takes time and tech to get. Not remotely the same.
I was talking about OKW trucks which are placed on the field.(Since mondeogaming1 said that I just should put them in better cover I was assuming that he was talking about Trucks on the field too).
For the enemy to kill base buildings they need to get armour into the enemy base and the enemy has to be unable to field an adequate AT response.
If that happens, the player losing their buildings has lost. It doesn't matter that they don't have to spend resources to rebuild: their base is full of enemy tanks. They're not getting the chance.
So where is the problem then ? Why not make UKF and USF base buildings cost fuel and mp to rebuild them ?
If you're constantly getting your buildings wrecked as it seems then you're doing a lot wrong. The fact that this even presents itself as a problem shows that there are bigger issues here, mainly l2p.
