Yes, this is some of the data you should have given, the pen values themselves do not help.
But you also can't neglect other stock units. The P4 has a mid-long range chance of ~70% to penetrate a Sherman and 100% for the Jackson once it gets in range.
EZ8 ranges between 65-75% depending on target and range (about 75% if you get in close to about 15 meters) vs OKW tanks and 65-90% vs Ostheer units at similar ranges. The EZ8 also shoots about 0.7 secs slower. The 5 meter range advantage that is currently planned should therefore allow it to get the second shot off at roughly the same time as the P4.
Of course it has an advantage vs other mediums, that's its whole purpose.

The balance team did a decent job with both Soviet flares. The 120mm should be locked behind vet 1 (or else it would vet too fast and be too good) and the 82mm is okay at vet 0. The 82mm often loses to the Ost mortar but flare seems to even it out. It doesn't bother me as much as the UKF entirefrontlineflare or the OKW arty flare because the mortar doesn't have the range to launch it past the front lines, so you always see the flare when microing your units and can respond to it.
120mm flare is being replaced by delay fuse munition in the preview.
So I did 16 runs (8 runs against front armor and 8 against rear armor, please don't ask me why 8, not 10 ) with IL-2 Rocket Run and JU-87 AT Strafe against panthers.
So in average JU-87 performed 7% better against rear armor and 18% better against front armor comparatively to IL-2 rocket run. I have no idea on exact delay between the abilities, but IL-2 seem to appear 1 second sooner, while plane's speeds are the same. Prices are 125 munies (IL-2) vs 110 munies (JU-87).

How will that make it the best Commander possible. AVD is just stupid and unthematic. And a simple nade volley won't make the commander super OP. It will fit the theme of anti infantry doc compared to Guard motor anti tank/vehicle focus.
Command has 4 good abilities the 5 is weaker and that makes sense, it simply does not need a stronger 5 ability.
What about Nade assault for Cons and Penals for soviet shock Army instead of the god awe full Armor Vehicle Detection. Or maybe even just stun nade volley??
Why do you think that the commander need a buff?
It already provides:
superior support weapon
elite infatry
premium medium
good off map
The idea is not to create the best commander possible but to close the gaps between commanders creating more meta commanders.
I feel that removing PPSh from Shock Army is a misstep. Soviet Shock Armies had an overwhelming amount of Submachine Guns, and the Shock Army commander portrayed this well. Without Conscript Assault Package it doesn't really feel at all like a shock army.
While balance and design takes precedent over faction themes, I still think themes are important and should be respected when possible, and I don't feel that Shock Troops + PPSh Conscripts were overwhelming or underwhelming enough to merit removal.
