give penals AT nade assault ability(same as PTRS conscripts have but a bit faster) or regular at nades instead of flamer. They already got satchels that destroy garrisons and flamers may be a bit over the top.
Its a risky ability like satchel charge so it would fit their design imo

giving the penal dp-28 when they have +69% accuracy is going to end badly for the axis.

that +69% accuracy bonus is also why they are overpowered. most infantry only get +30/40%

Penals are glass cannons, just like Pfussies(inb4 someone rushes in claiming pfussies are weaker-they scale better, are more effective on the move, have flare, AT nade and nade that actually can hit infantry).

I dont know about 3rd place match becouse the score is not available on leaderbords but out of all the other BO3s, so where people were actually close in skill, 5 out of 7 were 2:0s. What does it say about a state of ballance? These two 2:1 are also not "allies always wins" matches, for example Brosras vs Paul featured axis wins in first 2 rounds. I don't remember all the matches but there is also one close BO1 I remember: FaHu vs Quentin where quentin won as axis even after terrible amount of mistakes.

So in conclusion, out of 16 matches played in BO3 I can get results of, 7 was won by axis and 9 by allies. Is that one match enough in your opinion to say that game is imballanced?

Soviets doesnt have a unit with snare and AI upgrade even in any of the commanders

Not that they really need it but its a fact. And ofc penals should remain useful, people complain becouse soviets never used that unit as if they didn't have it at all. The same was with SU-76 buffs. Its a good trend to rescue forgotten units from the void, though. Changes were good and needed, most players just didn't have enough time to adapt.

expensive ..... Only 20 more mp than riflemen and with less reinforce cost
It's like you get better rifle man but pay 20 more mo for extra men (they both are 7 pop cap don't ask me why )
When ober were strong light vehicle did exist but I guess they had a 5t man with a pak 40 on one hand and mg 34 on the other
Now they are tier 4 cost 400 mp and are 10 popcap
