I wouldn't go for windows 7. It may not matter that much when you have such a good rig but both windows 8.1 and windows 10 have eat up much less performance than windows 7, if I was willing to pay that much for computers performance I would like to have every tiny bit of it. It's important to clean install windows 10 instead of doing the "upgrade" microsoft advertises but that is not a problem in your case since you buy new pc. Windows 10 also has some cool new features but they are not really important for gaming.
As for the rest I agree with ciez, especially on the 4K part. You may think that people will buy 4K screens sooner or later but in fact its not only about the really expensive screen. Its also that there is much less computers able to decode and display 4K stream than you would expect, most processors get eaten up when people watch hd streams. Its ofc mostly becouse of flash performance but not only. A few years ago video cards were sold with a HD in name and that was for a reason if you know what I mean.
