The Full list of troops considered "Elite" by the game are:
Soviets:

PS: Before somebody asks, AEC change means that MG DPS should go down by about 25% at all ranges, compared to v1.8.
What about OKW sturmofficer? Arnt the models in that squad elites?

Apparently the officer model is not elite, but the rest of the squad is elite. Thus he currently picks up the crappy version. We'll try to make it so that the officer also counts as elite for the live version.
That feeling when you´re an officer of elite squad and yet Relic box you as crappy conscript. #FEELSBADMAN

PTRS that the penals get sounds a lot like the PTRS that tank hunter conscripts get.
I wonder how much worse these penals are going to be at anti-infantry? The damage decrease doesn't seem that it would be as bad as before.

Guys, don't you think that with the AEC being officially useless against infantry, it would be worth to move its snare to vet 0?

AEC is still pretty good at harassing infantry. Also it's quite good at fighting on the move (turret traverse, moving accuracy). Its vet threshold is low enough that it can get Vet1 somewhat reliably.

Yes. The only way for conscripts to get the Conscript PTRS rifle (not changed) is through the upgrade. Conscript PTRS rifles do not drop.

In team game format (2vs2 to 4vs4), the allies factions were supposed to be stronger in the starting phase of the match and the Axis one where supposed to be better in the later phase.

Only it is not, it the same with other weapons. In addition given that fact that Penal have 6 members the actual chance of dropping a PTRS is lower than other squad with fewer member like the PGs.

This paradigm is not valid for something like 2 years now. That was the time when relic released patch notes containing changes to early and late game and a justification note saying that they want to end with it so that all factions could be good in all stages of the game.
That PTRS drop rate seems stupidly high, penals will be PTRS batteries for Axis players to farm, with their nerfed received accuracy
Axis "elite" units are very expensive and rely on having a lot of firepower on every team memember. So picking the better ptrs is not worth it. Picking the crappy version is even worse since it is so bad, any axis stock rifle is better. The only axis unit I can imagine picking up the PTRS now is pios and that is also doubtful as they got the dps buff.
