Vet differences make both of them equally or more durable actually.
Bear in mind that it doesn't matter how many rifles there are, but the final squad DPS. For example grens and volks have almost the same DPS despite having different number of men in squad, therefore volks are considerably superior for only 10 more mp, however they fall short with veterance and upgrades taken into consideration.


Does the Stg44 upgrade not shift things into the Volks favour? I thought it might have, may be mistaken however

In terms of meta game, the penal's complete lack of anti-vehicle make the build vulnerable to tanks and light tank.

on the other hand, they are just about the best anti-infantry squad in the game. Only the ober compare are as good at it. The unit force the okw and wehr to use support weapons or tank as the penal seems to dominate infantry combat.

firespark its funny that u say that cuz the other day when we were playing i went penals and i was smashing someone at first but his light vehicle kill many of my penals and a wipe that game to even the fight. i couldnt get snare nades or atgun cuz i went t1. i like the penals tho atm there actually worth getting now.

Penals imo are over performing, they're not crazy OP but compare them to rifles/tommies that are 280 and they are night and day superior. Better DPS at all ranges and an extra man for 20 more mp..

People will bring up the "you have no AT grenade" argument but soviets have guards/AT partisans in like half their doctrines that can deal with 222/flame HT/Luch fine until T-70 or T-34/76.



its 20mp more and locked in a building, whereas those units are baseline and you are not sacrificing MGs/mortars/AT guns to get...

Maybe its about time to add some non-doc AT infantry to soviet faction? A small 3-4 men squad with double PTRS and no significant AI would be enough to make T1 usefull before 2CP. They could use AT partisan or irregular unit but with at rifles.

Since both axis factions have early MG's I don't really see a problem to countering Penals.

You have early access to the best counter to them and they have delayed light vehicles and AT counters to your LV push by going this route. If your playing OKW use kubel to push them out of cover and close with multiple sturms.

Playing Wehr then incorporate an MG42 into your open build.

If you want your base line infantry to compete with more expensive AT exclusive tier units then increase there price and all factions can have access to MGs from the beginning.

Oohrah + Flame thrower + Their buffed stats are something to keep an eye on I guess.

Not saying OP/UP just that if they had smoke they'd be like riflemen's bigger, jockier brother.

Well, they don't have smoke.
Or normal nades.
Or AT nades.
Or possibility to upgrade assault rifles or LMGs.
Or vet that makes them tanky.

There is plenty things setting them apart.

the penal rifles are better than the volks up close, but lack the later's versatility.

the only thing I would change would be to make the penal a bit more expensive in terms of mp and pop. It should probably be 310mp and 8 pop.

and maybe nerf the veterancy bonus as well. the vanilla veterancy bonus is probably a bit much for an actual decent unit.

This Overpriced Penal can take out Obers with ease, and cheaper than Obers, and comes out earlier than Obers.

Obers are not meant nor balanced to be used WITHOUT weapon upgrade.
Hardly anyone remembers why LMG is a cheap upgrade now instead of stock part.

Riflemen 5*80/0.97 = 412 EHP
Penal 6*80 = 480 EHP

Vet 1
Riflemen 412 EHP
Penal 80+80/0.97+80/0.97^2+80^3+80/0.97^4+80/0.97^5 = 518, (518+480)/2= 499 EHP estimation

Vet 2
Riflemen 5*80/(0.97*0.77) = 535 EHP
Penal 499 EHP(estimation)

Vet 3
Riflemen 5*80/(0.97*0.77*0.80) = 669 EHP
Penal =80*0.77+80/(0.97*0.77)+80/(0.97^2*0.77)+80/(0.97^3*0.77)+80/(0.97^4*0.77)+80/(0.97^5*0.77)=631, (631+480)/2= 556 EHP estimation

So you are actually mistaken penal get tankier with veterancy vs small arm. The remain tankier vs explosion from vet to vet 3 since the have more total HP...

Your very own numbers state otherwise...
And since you've missed it, I referred to vet3 and said that rifles get much tankier then penals vs small arms, which your numbers only support...

Panzergrenadiers do well against penals, just place them in heavy cover if possible and they might even win a long range fight.

Actually I did not miss anything, what you post now is completely different from your previous post.

If you wanted to say that Rifles become tantkier at vet 3 than Penal, vs small arms, that is what you should had written, but you did not.

You actually wrote:

Which actually mean than penal are set apart from riflemen because the do not get veternacy bonuses that make the "tanky".

That is a reading comprehension fail on your part.

I never said they don't get any defensive bonuses.

Rifles are becoming tanky, cons are becoming tanky.
Volks and penals are becoming more durable, but hardly tanky.

Pg are more expensive, bleed harder especially with merge, come later thus usually will have to face vetted Penals and have a much higher tech cost.
