Give suppression to a more heavily armoured, faster and more agile scout vehicle with more vision than the Kubel? Is it that you have so much trouble early game that you want both axis sides to have mobile suppression, learn to micro your mg42.

Sure, lets make 222 cost 65 fuel and need to be stationary to shoot 20mm gun and only with rear armor exposed. Hell it could even get 120 more health.
Why not, lets see how appealing it will be.

Do Allies have schreks, Puma or Pak 40? AAHT take more fuel to unlock than a 222, plus it have less vision(35) than Kubel(50) or 222(50+) afaik

Yeah and which factions have access to handheld AT that will destroy that AA truck in 3 hits? Which comes first? Which cost more fuel? Why would you want 2 cheap options?
Allies have anti-infantry vehicles that take a lot of damage from ubiquitous volks and the odd pgren. What do the axis equivalent have to fear? PTRS? Bazooka?

Are you comparing 222 scout car to Soviet AA half truck? Because if you do you should be compering it to USF and OKW half trucks.

Pretty sure the picture is the USF halftrack.
That aside, giving 222 suppression would be pretty op.
Less scatter at long range while stationary would be acceptable imo.

Against much more effective/early arriving(compared to US Stuart/AT guns in a typical BO) vehicle counter that Axis have: Schreks, Puma, Pak40,teller. 222 also have much more sight(50) than AAHT(35),thus making it even harder to flank/disable with infantry AT snare.

Still, you're comparing scout car to a Half truck. Compare 222 with Dodge, M20 or Soviet M3A.
Also analyse at what point USF appears in the game, its role and what are the counters available at this time.

If that T1 would cost 50 fuel and you started with 10-15 maybe.
