I've never had issues either with COH2, I run into one player every say 30 matches where someones pc seems to be really struggling.
I'm not trying to make anyone feel bad but you can never really prepare for next gen / current games with the current pc hardware market (unless you have thousands to spend on "future proofing" your machine). The average pc gamer has to be ready to adapt and pay to keep their machines running the top games. Games are some of the highest demanding processes for the everyday pc unless your video encoding all day and doing studio level audio work, crazy stuff like that. Take this into consideration:

It sucks, but the reality of being a PC gamer is that your gonna constantly be "chasing the dragon" trying to keep your pc up to date. If you cannot afford it, then sometimes you're going to be shit out of luck and it's not really the dev's fault. To give you an example, I spend 300-500 every year or two years to make sure I'm up to date part wise, and I use old parts to create old computers, file servers, or whatever I need. (Maybe just backup parts). If you aren't custom building pc's and you're a hardcore gamer I'd highly suggest picking up the ability to recognize the parts in your computer, what generation they belong to, and how they are compatible as well as what might be bottlenecking your system. Also, I'm sure there's a lot of people here that can help you. Just post your specs. Lastly, I believe there is a whole separate forum for hardware discussion on coh2.org
edit: it may be impossible for dev's to test every mix / matchup and every single piece of hardware / driver to make sure you don't run into issues :/
