E8 would still be useless as there would be no point in going for an AT gun next to Jackson. E8 in no universe can take on a Panther 1v1, no matter what range. Don't know about the bulldozer change since I don't play dozer much but E8 from my experience should get a slight increase in AOE to match closer to stock mediums and be a doctrinal premium jack of all trades which loses to Panther but can be useful when massed and preserved to reliably take on armour. With a corresponding price increase.

I wouldn't mind if instead of completely disabling the gun, a main gun critical would instead impose a severe accuracy penalty so at least the vehicle isn't completely defenceless. Engine damage doesn't completely disable movement either.

Although ideally things like a main gun crit would also be something that has to be deliberately triggered somehow just like how snares deal engine damage, rather than being something completely random.

Well then, let me share a history knowledge with you:
A whole fucking lot of soviet partisans were whole encircled battalions and armies who hid in civilian population, trained willing civilians and coordinated actions with HQ when communication was possible.
Many of them were civilians indeed, but many of them were full trained soldiers in plain clothes.
