Last time that happened they broke the game for about a month, and some of the damage still hasn't been repaired.
True, It basically made one third of the players uninstall the game and run for their life.
The last time that happened Relic didn't implement the USF Mortar properly as it was far what was tested and intended. The USF mortar was fine in the May Balance Preview.
USF mortar was one example. The changes suggested and
advertised from the "Competitive" mod basically killed the asymmetrical balance concept, made the axis factions even less enjoyable and a lot weaker and overall it proved to be unpopular. Some more mind boggling cases aside from the obvious USF mortar trolling include;
Penals Over buffs without adjusting their veterancy
Allies artillery triple buffs succeeded by cost reduction
Messing up OKW Teching
T34s buffs succeeded by cost reduction
Though I am very glad relc didn't go ahead and implement all of the changes included in the "competitive" mod, or else all of us would be diagnosed with terminal cancer.
It's not the balancer's fault, Relic messed it up.
The mod author never claimed to be a "balancer" to begin with (whatever that term means). It was a pretty fun and enjoyable mod, praise worthy for the hard work and dedication. But not appropriate to be integrated into the live game.
Relic lacked the professionals to come up with Ideas, so they went ahead and chose the mod which 'seemed' to be the most popular at the time. However, the balance complaints raised up significantly right after the patch went live, and proved the fact that it was a wrong decision.
Not to mention there are some mods which are much more coherent and provide more appealing ideas, including
The First Reinforcements,
DreadMode: Realism & Balance and recently the
Commander Rework by PlanetSmasher.

1. Indeed. He seems perfect for the title.
2. Highly motivated guy with lots of expertise, definitely a worthy candidate for the Bug Fixing department. His balance ideas don't seem to fit with the overal coh2 design though.
3. I think we could have a closer look at the current balance and reevaluate our judgments.
4. No. Read the GG's change-log for explanation. Fun mod to try, and kudos for the hard work. But certainly not relevant to the live game and how it is designed.
