I was under the impression that there at least 4 Soviet commander that where not released that also had portraits:
Not one step back tactics
Tankovyy Desant Tactics
Overwhelming armor
Defense in depth
There is only two soviet portraits left in gamefiles
Actually, portraits in the game have a lot of disparities. different brightness, different additional effect, different proportions. Just compare these portraits
I see your point and agree, since some commanders could get proper portrait from unused concepts like these
But it's only two portraits. USSR doesn't have portrait for VDV from unused assets. I can suggest here my concept, but it not good enough imo
1. Panzergrau on OKW Tiger not applied to non-default skins. Opel blitz as well, make them both panzergrau for all skins, or ask Starbuck/any other skinmaker to create full number of skins for them (and for 221/223 too).
2. Command Tiger ability (from OKW Tiger) and vet 1 version of inspiration ability (from artillery officer) using the same strings for aura indication on the vehicles portraits.
3. Spearhead ability using "off" icon for UI indicator
4. Luftwaffe smoke bombing run using incorrect icon, when the same ability from the new doctrine using correct icon.
5. Guards DP-28 upgrade says about 3 LMG, but they get only 2. Seems like it using same strings with Paratrooper guards DP upgrade.
6. When one cons squad upgrade with sergeant, all other cons squads getting UI indicator about improved combat effectiveness when in cover.
7. (optional) CP requirements for artillery officer is incorrect.
8. Conscripts with SVT-40 running without weapon, when becoming a part of the new squad. For sure still appears when cons merging with penals.
9. OKW Tiger has incorrect icon from Ostheer Tiger in game results.
10. M10 doesn't use sking from USF.
11. Mess with DP-28 upgrades. If you pick up one DP-28 somewhere, you will get three variants of DP-28 upgrades:
- Single DP-28 upgrade. Doesn't have name of the upgrade.
- Another one single DP-28 upgrade (but with text about two DP-28). Doesn't have name of the upgrade as well.
- Three DP-28 upgrade (locked due to occupied weapon slot).
On the good side, these "twins" using separated strings for each, unlike upgrades for Guards
12. Panzergrenadier's mark target using incorrect icon for portrait indicator.
13. Tank hunter ambush tactics (variant for tanks and tank destoryers) using incorrect icon for portrait indicator.
14. If you pick up one DP-28 and then upgrade another one, PPSh-41 upgrade will be still available.

Osttruppen is ROA (RLA - Russian Liberation Army) this can be seen on their emblem on the shoulder.
This commander could be reworked based on their historical features:
- ROA had mixed weapons, they had both German and Soviet weapons, so that instead of MG-42 they could get the DP-27.
- ROA used captured T-34s, could make a call in/veteran T-34.
- ROA had aircraft: fighters and attack aircraft. Instead of railway artillery, it was possible to make one of the many Ju.87 strikes.
But Warcraft 3 Reforged and global patch for vanilla Warcraft 3 TFT...
I know Schreier is pro guy, who know how to get real inside info, but situation with WarCraft 3 is quite good atm. So, „no money from RTS“ sounds not fully true.
Rename them whatever the Russian word for riflemen or rifleman or rifle squad or something similar.

Agreed, and i am still believe this change can be done, even with solid UI assets for that. I have somewhere old Kasarov's assets for Strelky. As always, if Relic agreed, this change can be done. I found my old ideas about how it should be done.
This design suggestion is suggestion, which requires to add new portraits to the game. But will make game a little bit better (i believe in that)!
Some months ago i and Mr.Someguy have a little conversation in QoL thread about penals design. Then we agreed, that this suggestion is not in high priority. BUT, i think it need to be added, because it easy to solve, and it is the only BIG element of stereotypes about Red Army in the multiplayer.
Now, when penals drastically changed their role on the field from assault unit with good anti-garrison/anti-building capabilities to good anti-infantry squad with meh anti-tank capabilities, i think they can drastically change their face too
Why i suggest it:
1. Now community making patches. IOW this suggestion will reach guys, who make patches. 2. TheMashine in comments under his video about PTRS-41 Penals agreed, that Penals never used as mainline infantry. 3. Penals works like regular infantry squad. As many people mentioned, conscripts is for support, and use them as mainline infantry not the main variant. 4. Red Army doesn't have regular infantry in the tech. Conscripts not a regularly infantry, Guards and Shocktroopers are elite infantry. 5. Other factions don't have cliche units in their teching or doctrines (Maybe except osttruppen).
How this change can be added to the game?
1. We take model of guards without green coat and give it to "penals". It looks like on the screens below(don't look om abilities and etc, only 3D model matters): 2. Rename them in the "Strelky" (Riflemen in russian), or Riflemen, or Regular Infantry Squad. 3. Change their portrait to match with new model.
2. SneakEye founded a way to make Soviet paratroopers using parachutes and paradrop like other airbourne units. It's not fully animated, but if combined with smoke grenades.
