Guess which one is it. And provide a reasonable justification as why they shouldn't be able to build heavy cover.

Well, it would be a lot better off than USF requiring a commander for sandbags or Soviets and OKW not having bunkers if Ost could just build sandbags.

Sov get sandbags, USF gets heavy cover tank traps, UKF gets sandbags, OKW gets sandbags, so...
Wehrmacht can't build heavy cover, and they don't need to be able to because they are pretty great at being defensive regardless. (This doesn't really have anything to do with the 150mp bunkers since they aren't used commonly as garrisons where sandbags would be used instead)
Remember that this game is big on asymmetry. I'd be surprised if there WASN'T a faction that was different in this regard.
The rifle-nade is technically in the next tier

Because you see comrade, Snow doesn't make good material for sandbags so thats why Ostheer can't build sandbags.

Asymmetrical balance blah blah. Ostheer is not under performing, and it's drastically over performing in the current "everyone wants to play British" climate. No point adding more buffs to say, the best core inf in the game which is currently bugged in the live version to be even better than usual.

Listen its simple the Ostheer would become too strong with such an ability
Grens will simply be unstoppable as a wall of green cover rolls from one end of the earth to the other. There is no way to balance such an ability with cost or time as the usually lazy and munitions rich grens will not cap or fight they will simply build their empire one free unstopable bag at a time.

Use the defensive community commander. you can build tanktraps with pio's. Green cover for days!

I was actually going to say because they have all the counters needed for clearing cover and entrenched units from the get go in T1.
And its not like you can't have a way to get green cover at all, you can still pick the doctrine.
If you believe the doctrine is not an answer, then I want stock at least panther level tank for USF and weapon upgrades for soviets
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

How about we use the precise "Side tech" or "extra costs" phrases, just for you

150MP for the bunker
(that gets wrecks by a single molotov 
anyway) OH needs no sandbags. The only thing that bugs me is, that you cant use the enemy trenches. why?
