How about a "stolen" German tank. Acting in the enemy's rear, the paratroopers could theoretically steal the German tank. My idea is: the “Rearmament” ability — when the conscripts were urgently mobilized, the industry was in a catastrophic situations (T0) and didn’t get the best weapon, but over time the industry could eliminate the need for armament (T4):
- replace rifles with an old barrel and a rusty bolt with new rifles with a chrome-plated barrel (improve accuracy) and a smooth bolt (increases the rate of fire)
- replaces Molotov with a grenade
- replace the AT grenade with a on the VKG-40 rifle AT grenade (It was put into service in 1944), increases the radius of the ability.
Stock Conscripts do not need to be great at attacking like Penals. It’s not their role given outside of Molotovs where you need bodies to close in and still have firepower left. They have more utility and we also want to emphasize that. If Conscripts were just as good at attacking, why get Penals?
They’re more meant to be supporting the rest of the Soviet line through screening, AT grenades, reinforcement, cover construction, etc. Population they might drop to 6 or the upgrade might give other bonuses if they are still lacklustre.
And you leave them useless, they can build sandbags, throw a grenade without a seventh person. A 20% increase to veteranism is useless after 10-15 minutes of the game, AT grenades throws give a lot of experience, by the time the upgrade is available, there will be 2-3 veterans. By this point they need an increase in firepower to support the role. Increasing the squadron by one person and the lack of a weapons slot will not give any positive effect. On the contrary, I consider it a negative effect. If conscripts take the captured MG-42, they will be nice, if MG-34, they are excellent. I personally do not miss the chance of a real improvement on the myth of a chance of survival. All they needed was a weapon improvement in T4 and not a ridiculous system of improvement when they did not benefit from it.
This is absolute nonsense. This is a T4 update, you get the 7th person to replace the gun slot, but at this time the Germans have a veteran PanzerGrenadiers, Folks, OberSoldiers. And you think that the 7th person compensates for this? Bullshit, I just have batthert from this useless change.
One of the reasons weapon upgrades aren’t being considered is that the only weapons you can give them are SVTs. Sure the DP 28 doesn’t match LMGs, but you have a 6 man squad with cheap reinforce, high utility and reasonable veterancy that you will end up with very tedious LMG wars with Ostheer and it stacks well with their ability to build cover.
We’re seeing what can be done first with Conscripts to reinforce their support and ability to out attrition the enemy. We had other ideas, though, for the upgrade like a cover bonus to reinforce their role of the unit wanting to fight from cover late game and be a unit to inefficiently attack into without support.
With such changes, they still remain for the same purpose - to throw an anti-tank grenade, with only seven people, they will do it more reliably.
Grenade change is not bad, the rest is ridiculous, the Seventh soldier for one weapon slot is an absolutely disgusting idea. Now it will be useless seven people, they will not even be able to take a weapon to be really useful. I don `t know who came up with it, but this is a pseudo buff. It was a great idea - to give them more accurate Mosin with the 3rd veteranism, you can give them a sniper Mosin with the 3rd veteranism. But no, an absolutely terrible idea was invented.

By mid war most troops had Telogreika and Valenki for Winter (they are iconic especially because some Panzergrenadier Divisions started using those too when they got their hands on a few supplies in Kiev (IIRC).

Penals need to stand out unfortunately, if Relic gave them same uniform that would be a mess. But this uniform is taken from a russian movie about penal troops IIRC, so was used by penal troops at some point.

Everything depends on the supply, the soldiers constantly carry their coats with them if the weather is cold: they put on a coat. It is more convenient to move in a wadded jacket, but it cannot be constantly carried by itself, so it is given with supply.
About cape in Russian terminology, this is called a cape-tent (waterproof cape), if a German poncho can be a tent, then it’s the same thing. But the USSR produced real camouflage non-waterproof poncho:
