Umm, if soviet goes for early FHQ, there will be no conscrits around the map and no early T2 mortars to defend it.
If soviet goes for T2, there won't be any early FHQ locking the map up until 2 CPs.
If he places FHQ near your cutoff, get around the map and cut off his resources while locking them with MG42 and/or mine field.
FHQ is incredibly easy to counter if you know what to do, it forces soviet player to keep most of his forces near it to defend it, it DECREASES his field presence across the map, allowing you for more room around it.
The only reason why people are having problems with FHQ is it is so damn rare sight that people have no slightest clue on how to react to it.

That's all dandy and fine on paper, but on some maps (Semois, Kharkov) you can't really go someplace else, since the FHQ will be ideally located to cut you off or to force you into an engagement.
Regular mortars just don't deal enough dps in order to take out a fhq defended by a soviet mortar so if you don't get the MHT you're gonna be outgunned and will loose so much map control that the FHQ will have paid off, even if you manage to avoid manpower loses.

I'm not saying the German sniper sucks. I feel the sniper just needs a bit more love surviveability wise. I've seen 2 con models unvetted at range snipe a full health sniper in green cover before, as well as a single flare taking out a vet 2 sniper easily while it's on the move. It may be slightly more effective than the Soviet sniper due to camo/rate of fire. But feasibility wise putting it in a build it needs to pay off big-time, so a health increase + armor increase would solve that problem easily. I've seen all types of skill-level players try German sniper builds and 9/10 their German sniper get's RNG'd to the face by the dumbest things. I feel making it a better standing unit would still keep it balanced with the Soviet sniper because the Soviet sniper, while slow in camoing/firing, has a much higher survive ability rate than the German sniper has, since you can not only retreat it if it gets down to one man, but take shots to the face and still have a chance to save yourself. German sniper does not have that luxury and it costs the same as the Soviet.

I think the OP definitely has a point there.
I can see that the forward hq won't get you much in 1v1 but in 2v2 it's a different story.
T1-guards with t2-FHQ is a very strong combination on maps like Moscow or Rails & Metal.
Vehicles will hav a hard day against just a single guardsquad defending the hq. Mortars are very vulnerable to countermortar and flanking consquads and you'll also sacrifice a lot of mobility.
Capping the other half of the map leaves you open to cutoffs and flanks.
After all I found the best way to deal with it is to doublteam attack the FHQ the moment they build it and hope to drive them back so your flamer pio can burn it down or if you fail with that getting one or two mortar halftracks. The MHT's high mobilty make it less vulnerable to flanks and counterbarrages and you don't necessarily need a unit to babysit it, although watch out for gurad clowncars.

The funny thing is, no one ever asked about ISU AT buffs.
People always wanted it to be more durable for the price and that was a rightful buff.
ISU AT was just as uncalled for as StuG III AI.
