I want to point out in addition that IL-2 rocket strafe only exists at a commander without any doctrinal tank on its own, so this ability is meant to make up for the lack of the strong doctrinal soviet tanks in tank battles.
And that is the case for many Soviet commander. Nor all Soviet commander should have a doctrinal tank, else these tank should become stock.
Making the commander a single trick pony by expecting rocket strafe to carry the commander is not a great idea either.

IL-2 Rocket Strafe = 125 MU
Can't see this. IL-2 is worse now while costing more MU (similar to JU-87 Loiter in comparison to P-47 loiter).
Does nobody thinks about reducing the price of an ability if nerfing it heavily? IL-2 Rocket strafe should at least penetrate axis tanks from the rear at 100% chance, that would reduce its performance heavily already since you can't take the shortest possible route for your plane approach anymore. As a result this leads to a higher chance to miss completely. Keep ihn mind this is a strafe after all. For a mere 75 MU more you get the Ju-87 AT Loiter, which will deal a guaranted ton of damage if you use it correctly.
Why should it always penetrate?
Tanks can penetrate rear armor because flanking is considered good play and should be rewarded.
There is not a lot of skill involved call in planes from a direction. A player with tank outside his base should not punished because his opponent can decide the direction where his planes will enter the field.
Imo the unit should be designed for more utility than fighting capability.
Suggestion:
Change the unit to be ideal crews for support weapons increasing synergy with weapon drops.
Change target size 1
Change aim to make them ideal for manning support weapons and allowing to be produces in late game when their target size of the unvetted squad turns them useless.
Add a squad penalty of target size 1.25 when the unit is in cover.
That should bring the performance back to current level.
Scrap the LMG upgrade, since concentrate DPS is not a good design for large entities squads.
Allow an upgrade that remove the cover mechanism completely and buff their weapons to fire as if in cover always.
Rebalance the rifle's performance in cover if needed.
Possibly add a grenade or molov or merge
The change will add utility the squad and allow them to be useful for the duration of the game.
I will post more captures later, I ran the same test with 2 close conscript sandbags on the right, cons still win, I decided to screen a mid-long range engagement because it's a realistic engagement and nobody is going to lose dps making volks advance, their STG is a mid range weapon, other than the hp/models losses
The pic was the second test actually, I moved cons a bit to make the 7th man get a cover and they won with 4 men

There are number of sight increasing abilities in the game both stock and doctrinal.
Imo a change should be made to all these abilities so their impact is better balanced. I would suggest that these abilities become all timed.
The current implementation has issues.
For instance, the spotting scopes for ostheer have seen changes that make very situational.
A immobile 222 with scopes is very good especially once it reach vet 2.
On the other hand the upgrade is far less effective for other vehicles since it offers no benefit to when they are moving. Casemate have trouble even benefit from it when stationary since when rotating to truck a target the lose the bonus.
In sort I would personally take UKF/OKW tank commander over spotting scope when it comes to tanks since they provide bonus in more situations.
Similar change could be made for other abilities also.
By making sight abilities timed one could fix these and provide useful abilities but will limited time available.
For instance spotting scopes could provide a +10 sight radius for vehicles and an extra ability to provide focus sight but for limited amount of time.
