Then clone this ability with a different name: abilities\soviet\modal_ability\mortar_fire_flares_ability_mp Somewhere in its action_list/start_target_actions, there is an artillery_attack. Change its hardpoint to the one where you put the flare weapon on the M21 entity. Then add the ability to the M21 entity. I didn't test this solution, so let me know if it works. When working with mortar and artillery barrage abilities, it's important to pay attention to the hardpoints they use. Most units have several hardpoints and each one has a different weapon!
