I custom a squad and add this ability, it is OK now, but can you tell me how to make this custom squad just can spawn only one team like the major squad?

Yes, it's possible. Just compare the ZiS-3 barrage weapon with the M1 auto-attack weapon and you will see which changes you have to make. When you're done, just move it to hardpoint 1 on the ZiS entity.

Clone this weapon with a different name:
weapon\soviet\explosive_weapons\mortar\pm41_82mm_mortar_flare_mp
Then add it to the M21 entity in a new hardpoint.
Then clone this ability with a different name:
abilities\soviet\modal_ability\mortar_fire_flares_ability_mp
Somewhere in its action_list/start_target_actions, there is an artillery_attack. Change its hardpoint to the one where you put the flare weapon on the M21 entity. Then add the ability to the M21 entity.
I didn't test this solution, so let me know if it works.
When working with mortar and artillery barrage abilities, it's important to pay attention to the hardpoints they use. Most units have several hardpoints and each one has a different weapon!

In general, if you want a unit to use a weapon or other piece of equipment they don't normally have, you need to add something to their abp file, as described in this tutorial.
But if you have any more questions, feel free to ask them!

In the ability's action_list/start_self_actions, there is an animator_set_state. Just delete that and the icon is gone!

Original ability: "abilities\aef\modal_ability\artillery\mortar_barrage_ability\m21_heavy_he_short_delay_mortar_barrage_mp"
New ability:
"abilities\soviet\modal_ability\mortar_fire_flares_ability_120mm_mp"
I want to get the fire flares effect, but I found the M21 mortar is fire these two abilities in the same time, but I just want the mortar_fire_flares_ability only, pls advise how to fix?

This quite easy to do. You need to find the Zis-3 barrage in the ability tab it should be called "at_76mm_he_barrage_ability_mp", clone it. Then you find "range" in the ability_bag and change the value to what you would like it to be.
