If you want to remove the penalties on resources then necessary to raise the fuel prices of all buildings of 33%. Remove 4-5 vet and change 3 vet at line the remaining fractions. Increse prise doc arty. Remove shreks from volks and many other things. You can not just and remove penalties without compensation.

This would be very vulnerable to an M3 / carrier start until the 222 appears unless their micro is poor enough to let you use the old 1 mg covering the other to destroy them. Also vulnerable to US smoke n flank.

Of course it does depend if your teammate supports well but I often find you combine forces and then realise you have no map.

An entire doctrine does not go from tier 1 potency to irrelevant because it loses 25 munitions.

Also I'd suggest you watch Paula's recent games with CAS, he techs to tier four for Panthers, still goes CAS and never uses the fuel to munitions trade, so he's a good one to learn off when it comes to how and when you use the strafes.
