Calling it right now, the OKW Commander is going have something with the Luftwaffe in it.
That crusher cap looks an awful lot like a Luftwaffe Officer's cap to me.
I could be wrong, but I'm putting money on it.

Yep, that's just Warpaint Rewards. Top 3 winners of War Paint got their personal versions of meta commanders, exactly the same but with a different picture.
All other portraits were in game files for ages, unused for one reason or another, so there wont be any "new" commanders, I am pretty sure about it.

I'm seriously disappointed here, but I'm speculating that these are the replacement commander portraits for that tournament for the winners that never got them, and not actual new commanders.
It's hard to face the simple truth that Relic have abandoned this game almost entirely in favor of their new MOBA RTS game called Dawn of War 3.
