As for OP, I too think that they wanted to show "desperate Russians throwing everything they've got at their enemy" and were designed around 1943. In 45 the Red Army was a beast. This design is expected by the audience.
People believe that Germans were fighting with Blasters and Light Sabers and their ATATs were supported by TIE fighters. And they expect to see old ass Soviet army with shitty weapons and suicide tactics.

The units Ostheer has are just from a time where the new German designs arrived and thus it´s hardly noticeable that Ostheer uses equipment from the same timeframe the Soviets do in Coh.

Well, as I said, IS-3 would be really strange, but still - why not? Sturmtiger, produced in 18 number and almost never used in real combats - OK, IS-3 - bad. Logic?
SU-100 would be great really, or BS-3 at least. And whad do we thing about additional infantry guns? More modern - more powerfull.

No need for another heavy tank, and the IS-3 would be hard to balance as it would roflstomp all the current german armour in-game. (If im not mistaken it didnt see any combat in ww2 at all. Some rumors that a couple met the rising sun, but cant find any good sources).
SU-100 should be in-game, but who knows if relic would ever implement it.

Sturmtiger was used in action during WWII, IS-3 not.

Ostheer isn´t necessarily the 1944 loadout. It has Tigers, Panthers and Elefants which were already there in 1943. Especially the unvetted Panzer IV seems to be an Ausf. F or G which is from that time. The StuG Ausf. E and Kommandopanzer IV are definitely early war units.

It also has StG 44s though, which I think are called MP44s in the game, so...should be '44 then.

Which was ineffective, I just wanted to remind everyone that The US did not sped thousands of dollar and the space pens are actually simple and cheap. Enough OT.

The stereotype of the Soviets is that they threw endless waves of manpower and inferior equipment at the Germans. So the faction has more men and worse equipment. There are a few cool toys the USSR gets, but they mostly got more normal stuff and there is definitely a bias of the Axis getting late war equipment stock while the Soviets get early-mid war equipment stock e.g. late model Panzer IV vs early model T34, or the Soviets using molotov cocktails as their standard grenade and raw conscripts for infantry while the Germans aren't forced to use their late war equivalent "desperate defense" formations.
For the Western Front expansion, they shifted the timeline to late 1944/early 1945, and the OKW thus got EVEN LATER war equipment and was themed to be EVEN MORE ELITE. Fine in a vacuum, but now the Soviets are facing 1945 prototype equipment using desparate cosncript formations and T34/76s.
Then the British came out and the Allies got their EVEN LATER LATE WAR equipment, stuff that had barely come online by the time the Germans surrendered like the Comet. They added in Pershing for USF so they weren't as left out, but Soviets could definitely use maybe a new doctrine or two with something cool and late war.

The same one where they frequently got 34-85s, ISUs, IS-2s in their base buildings and sometimes a combination of them? And usually Shocks or Guards there too (and once, both of them)? If the Soviet players got units in their base buildings like they did at the end of the campaign, they'd cry themselves dead in joy.
The real problem with the Soviet units' portrayal in it was the absence of the DShK and keeping Order 227 throughout the war (which admittedly was pretty bad, and stranger still the website included an image mentioning Order 227 lasted three months so that would imply they knew the history and kept it in regardless).
The OP stated that he wants new unit, not transferring unit from commander to stock.

Well, some of those things could make soviet late more efficient.
Soviet late game is efficient. (except of some small adjustments)

As a few others have pointed out, when Relic released coh2 both factions had mainly early and mid war equipment, vehicles and so on with a few exceptions like the Storm Rifle. The faction was designed and based off of popular stereotypes and popular movie portrayals like Enemy At The Gates, so that's why you see the communists using early war equipment and etc combined with mid war equipment.
Since coh2 is no longer only about the Eastern Front(Early-mid war), every faction released has been getting even more late war equipment. We got the USF, then ProKW which was using mostly late war equipment, units and finally we have the British Army, which managed to beat ProKW in the technological department.

Also replace the T34/76 with the T55AM2.
Seriously - although I agree that the time period difference is felt worst by the Soviets, at this point an entire rework of the faction to bring it 'up to date' is just not going to happen outside of custom mods. Better to balance what we have.

Soviet late game is efficient. (except of some small adjustments)
Maxim spam is always effective, if only there is other way for SU to play late game.
