Meanwhile Jaeger midget infantry:

Conscripts start off worse than Penals at VET0 with the worst target size in the game but still somehow get better at VET3 despite costing less to build and reinforce across the entire match



No wonder Penals drop like flies past 15min lol, half of the Axis infantry spawn with better target size:
Vet 0/VET 3/5
Grens:0.91; 0.91
Obers:0.7; 0.5
Fallschirm:0.83; 0.59
Sturmpio:0.87; 0.67
Sturmoffizier: 0.8; 0.64
Volks: 1.0; 0.77
Fusilier 1.0; 0.77
Pgren: 0.8; 0.57

While, consern is kinda legit. Thread was probably created because Penals was beaten by Jaegers, since comparing Jaegers to Penals is completely retarded.

stats page is outdated, last patch made it so penals get 0.77 target size at vet 3 rather than 0.85.

They also have the passive vet 1 ability that buffs RA if they drop models. This whole thread is obsolete tbh

Just so you know Serelia wasn't updated to the 2021 feb/march patch. Penals now have a target size of .77 which they get at Vet2 and their Vet3 acc bonus was reduced to 20%. Their target size and squad size are fine, their issue is that their VET1 ability requires them to stay fighting and losing models but late game most Axis units do to much damage for the ability to be of much use.

Having thought it over for a while, Penals biggest issue is that they need green cover to best make use of VET1 and the ACC bonuses that their SVTs get. I feel that at T4 Penals should unlock the ability to lay down sandbags, they could lose the 50% exp bonus to compensate. This would better reflect their change in play style as the match progresses.

This definitely not, we have more than enough sandbag snoozefest gameplay in coh2 and penals are meant to have a different playstyle than conscripts and have a stark contrast to them

While I agree that sand bag snoozefest is bad, their weapon profile and vet1 ability is made for longer engagements. Penals don't have regular nade or ability to dictate an engagement like other mainlines. Also their reinforce cost is pretty bad compared to their lategame performance, the only other thing I could think of is maybe an explosive damage reduction. It would fit in with their theme of having nothing to lose and hopefully reduce the random 3-4 model lose from a single P4 shot.

except you feel the lack of green cover hard on a penal build pretty hard


at least later on in the game

That still isn't good considering their price point, the fact that you have to build your entire playstyle around them, their long build-time hampering your map control early game, and their reinforce cost.To the Last Man's boost is also rather shit, it really doesn't make enough of a difference to justify it's own existence.

The only reason penals are not popular is that 7-man conscripts are just way too cost-effective. I don't think there is room for a penal buff on the Soviets. Unless they come with 7-man conscript nerf together.

A single dropped weapon like a DP28/Bren/BAR is already pushing them into elite territory, the problem is that unlike let's say a early Pgren rush on a map like Ettelbruck, Penals don't force your opponent to play any different, they don't change how the game goes.They aren't impactful enough, and they don't retain their consistent perfomance they have when it's >5 minutes into the game or earlier.

Even with the additional manpower expenditure of building and reinforcing them, your matchups against Obers, Grens or Fusiliers don't really change unless we're talking about very specific circumstances.

Penals are fine. Their offensive power completely offsets their "weaker" survivability. That's literally why you build them

Conscripts have worse dps, but more utility up front and more survivability later on after vet/upgrade

penals are fine as it is.

but yes penals will bleed your MP dry late game when you will be facing vetted axis terminator infantry squads.

thats when 7 man conscript squads come into play. not that conscripts are good in anyway, just that its cheaper and doesnt drain your MP.
