There is tousands of active players of the "scrub a-move" level.
Matchmaking problems start only if you are rank 400 or better, where its difficult to find you equal game, because you're either getting a scrub in placement or top 10.
It all comes down to population and general lack of actually good players.
I mean, my best rank was 47. I definitely do not consider myself as top 50 player. That speaks about how many good players are there, because bads will always have equal games with other bads, no game ever lacked in bads.
And nothing but huge regular good player surges will get top 400 players get equal games regularly.
I don't dispute that ost mortar is good ,just that it can't match the range of any of the rest.Both pack howitzer and 120 mm can bombard it with impunity and are also more durable.So if any of these pieces are bombing u,mortar counter battery isn't going to work for ost.U have to deal with it with infantry.And ost infantry especially on attack is hmm.
Umm, how is PACK howi more durable or have longer range?
Its default fire got 60 range, it dies instantly when 4th men die, shrecks and AT shells target the gun, not the crew, it can't retreat, it can't even move as fast as other mortars, if it "bombs you from out of your reach" then I suppose you need to somehow, with gods help survive that deadly barrage of three extremely inaccurate shells and enjoy another 2 minutes of silence.
Problem with 120mm? Click incendiary shot, click mortar position-there, 120mm wiped, go collect it.

Blobbing is just a symptom, foundational issues with the faction design is the disease.
And forward retreat/reinforce points are the cause.
You are not punished with loss of field presence, you just "restart" your blob in last sector and keep going and you can cover much more field with your blob thanks to forward retreat point.
When I am acting as lead Architect things go MY WAY. When I am a supporting Architect I am just doing work for the lead. I am sure with game design its similar.

Because soviets do in fact have more BOs. Except, if opponent does X while you do Y, you're already screwed and while ost may have just a pair of BOs, both of them allow to nearly instantly adapt to what is going on by getting needed unit instead of crying that you went wrong tier.
None of them of any use ,that can be part of the meta.Redundant options and no options are same thing.
Both Elite Troops and Lightning War doctrines have at least 2 infantry focused abilities.
Both of these commanders are solid part of meta.
Again, just because you close your eyes to not see something doesn't make it disappear.
If you want to know what redundant options are, I suggest you to play soviets and check stuff like DSHK, M-42, conscript PTRS or PTRS in general and so on and so forth.
Just because you don't like the given options doesn't mean they aren't there, right in meta commanders.
