Sounds very much like classic CoH gameplay.
Sure, snipers were even more prominent back in the days, and they as well took a dump on the whole cover mechanics. But: Light vehicles were actually able to flank and chase them down - no AT nades and button to stop them dead in their tracks. And while it created a game-inside-the-game, you always had the option to fight one sniper with another sniper on even footing, which involved at least some kind of skill (if you don't count the miss-chance on moving snipers) and doesn't rely on a lucky artillery hit.
Long range insta-wipe units are completely new. The only direct-fire long range units were static (-emplacements) and mainly AT.
Okay, artillery was the same, if not worse.
Point is, Sniper-Guards-ISU is no fun. F--- that. I rather fight against a horde of conscripts and T34-85s, they at least stick to the rules.
