Everyone knows when ATG or mortar have only 1, men they die. Maybe it possible reduce number of their crew on 1 man and make that they will be die when all crew members are dead? It's slightly ridiculous to see how the last man run away from battlefield. IIRC on soviet 120mm mortar it was did and it worked pretty well.
If p4 with it's gun was so excelent in penetration to t-34, why germans tried to install panther gun on it? Why in production went such tanks as panther, p4/70? What was in a paper and in a real life, was quite different. And i think comparsion long barrel p4 and t34-76 not good. Let's compare p4 with t34-85? One last mention about p4, in game OKW have J model it was cheaper downgraded version of H model. It had only manual option to rotate turret (you even could read about it in Karius book). Version H had hydrauvlic engine. Game and real life very distinct things.
...and neither do you have somthing like the "Uraa" ability for your infantry.
IIRC if you choose doctrine with g43 and stealth suits, your infantry get sprint ability. Also OKW falshs doctrine have copy of ability "For Mother Russia" with increased accuracy and instant sprint.
I don't understand why you want the IS2 to be OP. You're expecting a 375 armour, 1080hp tank to aggressively dive and push like a P4 or a T34-85? Fun fact, no such tank exists in this game. Basically you want medium tank strengths + heavy tank strengths rolled into one. Why can't you accept that tanks can't be good at every single category in the game? Basically you want a Pershing with 375 armour and 1080health....Which would then make every other medium and heavy tank horribly underpowered in comparison.
No one saying that IS-2 must be soviet verison of Pershing without flaws. IS-2 must be soviet KT with the same weaknesses and strong sides - slow and high cost unit, but powerfull. Now we have slightly cheaper KT with RNG cannon. You better prefer build instead of it 1-su85 and t-34 and got more advantages, than trying to hope that your IS-2 turn the game to your side. KT and Pershing in good hands could do that, but not IS-2. As said earlier, IS-2 give you only good defense state, but very unreliable in offensive.
IS2: slower than average, but extremely heavily armoured. It deflects Panther and PAK shots regularly with its 375 armour, basically trades offense for defense. Is good vs other tanks but RNG cannon vs infantry.
If you make it better against infantry it would basically just be a Tiger with much much more armour.
IS-2 and KT have equal stats of armor. And let's compare who deal with infantry better - is-2 with it RNG cannon or KT with it laser accuracy, don't mention that KT have rare miss shots on vehicle too. When OKW call in KT, it can turn the game, but when soviets call IS-2...nothing special. IS-2 don't have blitz, have poor accuracy and it only have equal armor with KT and MG on top and BFG RNG cannon. I don't want to see IS-2 as IMBA, but i want to see it more consistent than now. Because when you put tons of resources on unit, you want to expect from it very good work. ISU-152, KV-2 and KV-8 do they job pretty well (they have only problem in commanders that in not so common usage), they can turn the game, but not IS-2. As said before, IS-2 need rework, it need new active ability and changes, like were made for brummbar.
From my perspective, i see new shocks something like this:
1. Not share cooldown on grens
2. New active ability - "Supressing fire" - in cone sector, all infantry get suppression and damage, but it make shocs vulnerable, like ability from USF paras.
3. New Active ability - "Sprint" - squad can run on a short period time, but get exhaustion after that (like exhaustion from USF paras ability, where they can't retreat fast)
4. Buff armor

IIRC shocks have only in 5 commanders: with b-4, is-2 and incediary barrage, fear commander, isu-152 with il-2 bombing and commander with 120mm mortar and ppsh upgrade for cons. The only good and viable the one with is-2 and incendiary barrage. Shocks need rework, and as i said early, i suggest make them like elite jaeger infantry squad - you can have only one squad. Because if we straight buff shocks, we will see shock spam. But if you have only one squad, but this squad really good, it will prevent spam and make unit more consistent.
It misses very often, don't have normal ability (cap points for breakthrough tank? seriously?). I think it should have normal ability instead this and better accuracy. To not make from it instakill-infantry machine, should change character of damage on infantry like for brummbar. Because right now it can wipe if hit correct, but it hits very-very...unstable.
