During one version, we actually thought of having the assault infantry section upgrade only give stens, and the halftrack would be a lend lease version of the weapons halftrack youre referring to. This one would drop zooks (insead of piats) and thompsons (instead of vickers lmgs; this would have been how assault sections or even sappers got their thompsons).
Currently the svt pickup does nothing for penals, but later on it will probably be either locked out for them, or give them ppshs.

I am excited about this concepts, but some moments i would like to hightlight here:
- UKF M3 from the new doctrine should be like current M3 with dropweapons, not like USF one. There is two M3 in the game, no need to make third one. It's confusing.
- Same situation with Panzer IV J for Ostheer. It's to similar with vanilla Panzer IV H. It's not like T-34 and T-34-85 choice.
- Tiger Ace is...debatable, sounds cool, really, but not so cool like adjusted King Tiger for Ostheer.
Of course, it's only the first iteration, but some things looks realy debatable for me.
And what about skins for transfered vehicles. Do balance team contacted with anybody from skinmakers about it?
P.S. How picked SVT-40 will work on Penals? Zero effect or what?
if this has really changed (and I have not checked to see) the description should also change since it still mention 5% and not 1%

Idk about USF spression bulletin, but this phrase come right after Maxim changes.
It was fixed in russian localization mod. As far as i know, it was fixed in english numerical localization too.
I would like this theme get bumped with some information from the patchnotes, when bulletins were reworked. The goal was to make all bulletins give 2-4% only. And this is one of mentioned above issues from current system.

As you can see, much more bulletins gave several bonuses each. Most of them were changed to remove damage bonuses, but some were just nerfed, like -10% reload bulletins, or veteran training for half-tracks (give 2% health and save from doubleshot from at-guns). Last one was later implemented for M15 AA gun on third veterancy with +40 health iirc.
More bulletins provide extra accuracy, armor and reload buffs. And from quicklooks, several bulletins for tanks were really cool, like Veteran Training: Tank (T-34/Panzer IV) - +2% accuracy and +3% armor or Sibling Rivalry (Soviet) (IS-2) - -10% reload.
The most interesting for me was this:
2013 - Shooting Gallery (Maxim) bulletin was changed from +5% suppression to +10% experience.
2014-2015 - New bulletin was added for Maxim with +5% supression.
2017 - This bulletin was nerfed from +5% to +1%.
As for why, iirc Grenadiers used to be T0. They got swapped with the MG42 when USF came out.
Not exactly, this change only transfer the HMG 42 from T1 to T0 for more strategic diversity. Before T0 only has pioneers and T1 has Grens, HMG 42, sniper and mortar.
I am not sure what Andy wanted to say. According to context, people were confused about big number of the unclear points in commanders concepts, and he tried to explain the situation. Am i right?
