I think problem of units from in T1 that they are in separate building. I will try to explain:
Wehrmacht sniper in one building with mortar and grenadiers + MG42 from HQ. Thats mean than your sniper can covered by support weapon and work with them (MG supressing, sniper killing). Also german sniper have a good weapon characteristics (shoot fast, have incerdinary bullet ability).
British sniper in one building with AT gun, engineers and AEC (option). By that time british player already produces IS, MG and maybe UC. Thats mean british player shouldn,s choose between sniper and main infantry squads.
Soviet sniper in one building with M3 and penals. All of this units can't be called as mainline. You don't have support weapon. If you go T1 after T2, you can't use M3 (enemy already have many grenadiers, volksgrenadiers and maybe Paks and 222). Also you delay your T-70 on 25 fuel (T1 cost + M3 cost). Penals can be replaced by conscripts and doctrine elite infantry. As a result, you build T1 only for sniper in this situation.
That's why i think T1 should be removed, M3 moved to HQ, Sniper to T2, penals reworked and placed to T4.
)! I want to see as many maps from vCoH as possible, or at least keep already introduced maps from vCoH!
