Fuel price should be dropped to 0 and unit inside the m3 not able to fire. An upgrade for units being able to fire from m3 could be available. In: Lobby
Thread: Redesign Penal battalions8 May 2017, 11:03 AM Penal have been proven difficult to find their place so this i a different approach. Penal become a cheap (200-240)infantry unit armed with PPsh. they vet ability is a sprint ability that allows them to fire but increase their Target size and scale with veterancy. At certain vet level (depending on XP value and cost)they are allow to redeem themselves and upgrade to one of the following: shtrafbat (an elite version of the unit), Gaurds, Shock troops for a MP cost. This changes will 1) Allow Soviet to delay doctrine choice and still have access to elite infantry via Penal. 2) Allow conscripts and Penal to work together as defensive offensive infantry. 3) Offer better historical feel with Penal being an expendable infantry capable of becoming elite like the Soviet 16th Army. (some changes will be needed for conscripts but I can explain those later) In: Lobby
Thread: Resource income per game mode7 May 2017, 16:05 PM Imo when ti comes to CP it is more interesting to see the time difference in CP level for key call in units for each faction like: CP 2 for Soviet for elite infantry CP 8 for UKF for land matress CP 9/10 for USF for Pries/Calliope CP 11 for OKW for CP CP 13/14 for EFA USF for Super heavies In: Lobby

No matter how you want to look at it, Penals is the strongest infantry for its time frame. And that creates a allot of issues. Thread: Resource income per game mode7 May 2017, 12:05 PM Imo CP gain across the modes should be looked at. For instance Soviet is a faction that depend allot in doctrinal units and Reaching CP 2 is very important for them. In large modes not only the Shock value of these infantries is diminishes because their facing greater opposition but also because the hit the field allot later and they have smaller window of opportunity due higher fuel income. Any attempts to fix the game across the modes (which seems be part of the scope for the next patch) should imo focus allot on the economy and CP (apart from units). As long as Soviet stock units continue being buffed Soviet call in units will become less and relevant. e The Problem started from the fact that, instead of nerfing WFA armies to EFA level, some EFA units are being buffed to WFA level. The problem of penal and dshk overuse is that soviets have little to no other choice, not that the units are overpowered. Its a bit of both Dshk and Penal are OP. Players tend to use the easiest root to victory. Dhsk has very low reinforcement and very high close DPS (more than X200% than other HMGs). Penals I said my opinion many times. In: COH2 Balance

If conscripts scaled, there would be no need to build penals every game. It would be even better if one did not chose to build either Conscript or Penal but if there was room for both units.
