Out of scope, unfortunately. Nevertheless:
- USF had somewhat of a nerf since it now actually takes some time for Vehicle Crews to reach Vet2 (which improves their repair speed)
- With their DPS buff, OST Pioneers could, theoretically, achieve the required veterancy level without having to carry a flamethrower
- With the handheld-AT veterancy-rate fix, Sappers/Rear-Echelons/Sturmpioneers will not have such an easy time jumping through vet

- Has the bugged queued movement commands for vehicles been fixed so they work again reliably (no idea when they broke, definitely don't work properly in current live version)?

I'm aware of the bug. However, I'm not aware about when/whether those queued commands ever worked properly. If you can narrow down roughly when this change occured (e.g., winter of 2014), we can maybe talk things with Relic to see if stuff can get reverted. I haven't looked into this, but it doesn't sound like the kind of stuff we can fix with a mod.

So more manpower?

A Paratroper squad both in the live version and in WBP cost 9 popcap. In the live version, this popcap was assigned to 1.5 popcap per model and 0 for the squad (6 * 1.5 + 0). In WBP this is 1 popcap per model and 3 per squad (6 * 1 + 3 = 9).

The difference that this change makes is what happens when you recrew teamweapons with paratroopers (which you most likely will for the Recon doctrine). With the change, recrewing an MG42 with a paratrooper squad will cost you 6 popcap as opposed to 8 popcap.

In a future patch, we will probably afford the same change to all other squads in the game, so that you don't have silly stuff such as AT-partisan recrewed Pak40's being worth 17 popcap.

With paratroopers it was straight forward, since they had non-integral popcap per model, and Relic was convinced that non-integral popcap was breaking call-ins in certain cases.

Fourth, if you sum up the reinforcement costs, it's actually Shocks that are more expensive; a lot more expensive. In fact, Shocks are the most expensive unit in the game, in that regard.

My own personal opinion on the matter, I think that whatever changes to T3/T4 should achieve the following goals:
- At the end of the day, all factions converge to the same power level by the end of the match (equal does not mean same)
- Ostheer should be given the opportunity to tech both T3 and T4 (i.e., not get burried in Crushwell/SU76 spam)
- Ostheer should be required to tech both buildings by the end of the match (i.e., Stug spam shouldn't scale so well); i.e., should not remain an optional upgrade

To achieve all of this, I think the best option would be:
- Make it actually, practically feasible for OST to choose which tier they want to go for first (T3/T4)
- Reduce the distance between T3/T4, so that OST doesn't become "trapped" in the wrong tier
- (obviously) readjust the strengths/weakenesses of the units therein, so that each tier has a soft weakness to something (to make both tiers necessary by the end) e.g., spamming Stug's shouldn't hardcounter heavies, and spamming Panthers shouldn't hardcounter TD's
- Optionally, reduce the timing until the first "shock" unit for OST can come out. That way, OST gets to experience one part of the game where it is the allies that have to anticipate the move (which is the inverse of the light-vehicle phase).

Currently, T4 is a very bad option to go for (Brummbar's great but expensive, Panzerwerfer is too niche and Panther is utterly useless). Thus, T3 is an one-way. Then, since OST gets hounded so hard by SU76/Crushwell, it tends to stay there.

The current choice of T3/T4 units make it so that T3 is a generalist tier, mostly suited for cautions defensive play, whereas (an idealized) T4 is for breakthrough units. If everything else fails, we can always reshuffle units in tiers a bit.

Regarding teching cost comparisons:
- I think you shouldn't be including the FRP upgrade for OKW. It is entirely optional, and in many modes this is skipped. Otherwise you also have to include the forward assembly/FRP thingy for UKF.
- The other thing about teching costs is that certain teching paths are almost never picked. For instance very few people research all 3 USF tiers.
- Certain optional upgrades are also very often skipped, or left for the very end (after all units have been unlocked). Mills bomb is a good example of a never-buy upgrade.
- The rest of the UKF upgrades come down to style, but it's a 50% split between infantry upgrades and a fast Cromwell. A good reason for that is that those optional upgrades cost way too much manpower, whereas the direct skip-everything tech costs way too little manpower

What consistently makes the ability not fire is issuing the order when the tank is about to start decelerating. In fact, it doesn't seem to matter at all whether the tank is moving or not once the ability has activated properly, and you can issue move orders afterwards - it works fine on the move. The only thing that matters is whether the tank was about to start decelerating (it was approaching the move command location) just after the order to fire smoke was issued. From what I can tell, if the tank is already decelerating, the ability works, which means that there is probably a very narrow range of time in which the bug can trigger. The problem is that when a lot of short movement commands are given (such as when microing intensively), that moment seems to occur often.

This is excellent detective work. I'll also try it out and see if I can nail it. The reason why the ability legitimately never seems to bug for me is because I use the exact precise sequence you describe here:

Issuing a 'stop' order (even if the tank doesn't come to a full stop), firing the ability, then moving again, also works 100%. The way to use it reliably until it's fixed is to either do this, or simply issue longer move orders. I couldn't trigger the bug when doing either of these.

As to the grenade abilities, the only problem I can find is that ordering the command while the tank is stationary will cause it to be unable to move until it's completed. I couldn't trigger any other bug.

Edit:Nevermind, something similar is happening with the grenade. I could only get it to misfire when in combat, might have to do with acquiring targets or turret rotation, seems to work 100% out of combat. I'll keep testing.

Edit2: Might actually be the same issue as the smoke, only more difficult to reproduce due to Churchill's movement stats. I really can't tell.

It makes sense, I will also try it out. I think I've also, occasionally had M8 Scott barrage bug (once to the point where the turret was jammed at 3 o clock while the M8 was firing at 12-o-clock.

Another ability that has been bugging pretty often for me is Puma Aimed Shot. Speaking of which, as anybody ever seen sherman smoke shell bug?

But aren´t double vickers normal enginners with 5 men always better than grens or volks ?

They might be; I've never tried that, and I've never seen anybody try that either.
