You are confusing consistency and faction design. Each faction has its own trademark and OKW being able to built outside their base is one of their trademarks.

If OKW losing a T4 should deny their Tiger, then USF Major who comes with allot of utility should have an added 90 fuel cost and be required to be alive to call-in a Pershing...

Bottom line is that requiring T4 to call-in a JT or Tiger does not have to with balancing OKW that still have access to KT but has to do with the respective commanders and denying access to this units is not a good way to balance these commanders.

USF's trademark is it's tech giving you a "free" squad, which in this case is the major. Why can you use the trademark for OKW defending points but not for USF getting a squad?

BTW major's "a lot of utility" is not worth the fuel.

Also, whats easier to keep alive, a 3man squad or a building?

If you want to stall for very heavy doctrinal tanks, why should you also be allowed to take early game benefits (putting trucks far forward) without risking being punished for it? If your commander has lategame vehicles, why shouldn't you play like you are playing for the lategame?

Boy, this is a tough one to crack, mainly due to the way these units perform across modes.

Some people on the balance team are advocating for final tier side tech as a more equitable solution than tying heavies to all tech buildings etc.

Do people like this proposal?

Also, what (if any) further nerfs do people think would be needed in conjunction with the above?

As of right now they're units that perform good against all targets with no opportunity cost for axis and a bigger one for allies, since tiger for ost is in most doctrines and GA has no real downside to it as the entire commander is good in itself.

USF has 1 doctrine with pershing, and IS-2 is in fewer ones aswell, while brits have churchills.

I think if you want to make heavies just a generalist unit that you want to bank on lategame, making them not wipe entire squads in 1-2 shots would be good.

Maybe make going for heavies harder but more rewarding, which would mean, maybe nerf the doctrines with heavies/make them more specialized in supporting the heavy tank. Then also making the heavies slower and tankier so they fulfill mroe of the role of a breakthrough vehicle instead of a supporting wipe machine might work.

If the current performance is suitable, make the cost steeper to reflect the performance of the unit more accurately and make it more of an investment for the player.

People should be at a disadvantage for banking up resources(fuel) in the midgame. I think this could be adressing by buffing mediums so that there is an opportunity cost for giving up fuel expenditure in order to save for a heavier tank.

Jeep is borderline broken against hmg spam but relying on a crutch commander with 0 lategame is not good design when it comes to a faction.

Honestly mortar is not the play unless he has like 3 hmgs. It's absolutely not worth it because: You smoke the hmg42 but if you go mortar and smoke it, what are you gonna push it with? 1 rifle squad? He either went another hmg and you get supressed because it's behind him or he went grens and your rifles drop models while advancing while he is repositioning his hmg.

USF can't afford to play static earlygame and for that you need rifles to beat the volk spam or have successful flanks.

Early nades don't help either because you are delaying your LV/tech/bars and not getting much out of it.

Really infuriating matchup that takes way more skill to beat than to execute. At worst you have to concede that side of the map and go gang up 2v1 against the OKW/Teammate, and try to get map control from it.

Very map dependant but you can also go for the cutoff easier than for the fuel/vp he is guarding since he probably devoted atleast 1 HMG for that.
