No mortars - no natural enemy for HMG. The logic that conscripts do without smoke incorrect. In this case, the player unnecessary rest of the troops, all he need more conscripts. However I'd love to see the intel provided by partyzans you mentioned. I use mod with custom commanders aka High Command 1.3. This no working if you don't have patryzans in commander abilities.
