I actually think it's more fitting for Ost to have leig18 and MG34 and OKW to have mortar/mg42, I also like Grens with stick grenades.

Does the .50 cal have the listed penetration only when using the AP rounds ability, or does that stack with the listed pen?
Also: no OKW Flaktrack changes? It's an extremely niche unit and with the 15 fuel healing cost and nondoc MG34 there is zero reason to build it, it needs to be buffed into a cheap, light anti every platform, like Volks but in vehicle form. |
Cons kill volks at close-mid range, so not that crap. Only 2 'modified' mp44s are just a meh sidegrade, something nobody fancied about anyway, and you don't pay 60 munis for upgrades to merely "retain" your DPS and having an insignificant (ONLY two models are upgraded) close range boost.
Though I understand that 5 Mp40s would be an unpleasant thing to face for allied-only players.
You have to take the affordability of Volks into the equation, along with the lack of solid means of cracking defenses as OKW.
Volks have the job of screening the specialized expensive units, for a cheap mobile force MP44s increase DPS and mobile DPS while scaling well with their vet. They need an upgrade that increases assault ability while still allowing them to deal mid to long range damage so that they retain their cheap, generalist status.

The STG on volks really doesn't belong there. As @PencilBatRation mentioned before, giving volks an upgrade for 5x MP40s would be a much better option. It would practically turn them into assault grenadiers with better utility (or conscripts with the ppsh upgrade). This would give you a choice between being frontline infantry or an assault unit. The upgrade would give a much more noticeable difference and will require better reasoning to buy it.
I think Volks are intended to be a versatile infantry unit that's fairly cheap to build and maintain, MP44s increase their general DPS while MP40s would specialize them as you said, I don't think they should be a specialized unit however. Globally, it would be a nerf to the army.

IMO each army has an easier time with certain things, and depending on the player the difficulty varies.
IE if someone's extremely good with infantry tactics and at adapting on the fly then they'll love the USF, if someone loves setting up killzones and wars of attrition they'll gravitate towards Ostheer, if they have a knack for combined arms and harassment they'll have an easier time with the Soviets, and if they have good strategic planning and defensive instincts they'll be rewarded more playing as the OKW or UKF.
Like I simply can not win matches as Ost and my rank with them is trash, while with 100-200 USF/Soviet ranks I can jump in and expect to put a good fight and win, it really all comes down to playstyle and understanding the faction.

the Okw doesn't just have stronger front-line unit, they have the best frontline unit. Panther, jpz4, king tiger, and ober are some of the most amazing frontline unit in the game, and okw is no longer crippled by a lowered income. Even factoring in the cost price, it's still a net price decrease for those units.
the days of volks spam is over. Okw need to start using something else. jpz4, luch, stuka, puma, and AAHT still have their old fuel cost from when the OKW's income was crippled and are now effectively cheaper. (AAHT needs a buff, but the other units are great)
OKW should be an aggressive faction that favor strong frontline unit at the expense of their support unit.

IMO their SMGs should be more effective at range as they get vet, so you can use them in cover.
Give them very good veterancy, and nerf the call-in Stug because that things an annoying panic button |
The territory system keeps it different enough from SC imo, plus abilities could be tied to muni or power in MP, we don't know. |
I see this being effective against UKF actually, as Allies I started playing normally again but using Kubels/Pios against the Brits seems pretty good. My axis ranks are trash though so I'm not testing it out in representative matches.
I also see double kubel being good against future Soviet T1 openers until HMG is unlocked to stop the penals |
