Penals are the most cost/efficient unit in the game. They are cheap, good dps, very good health, 6men squad, good scalability, can be upgraded with satchel and ptrs (the only antitank weapon that can deal damage to infantry aswell).

Almost everything you said is wrong lol...
- Penal PTRS does next to no damage vs infantry
- They cost 300MP and require T1
- health is same as every other infantry model (80HP) but 1.0 rec accuracy (bad compared to other infantry)
- Scale meh because no weapon upgrade and if upragded with PTRS because they cant deal with either LMG Grens, Obers, vet 5 volks etc etc
- DPS is good, so is being 6 men squad. But Penals are still far from being terminators after all the nerfs they got.

Vanilla Volks put out the same DPS at mid range as Vanilla Riflemen at 30 MP less, and have more accuracy, they are not weak at all, if anything they are the most cost effective main infantry in the game and possibly OP. You lost that engagement because you played it wrong. 1 penal in green cover will wreck 2 volks in no cover. Not hard to see what you did wrong, dunno why you are having such a hard time with this.

300mp is cheap now?
What's expensive in your head then?
Do you consider grens, volks and cons almost free?
Also, take a look at the stats of their PTRS.
Its only a tiiny weeny bit more effective against infantry then shrecks.

The argument was presented that Volks are underpowered/lackluster in this thread, when they are not. I used Riflemen as a comparison.

Although this is totally irrelevant to penals:
Riflemen start having better theoretical DPS from range 20. On the other hand the theoretical DPS is a bit inaccurate because riflemen have smaller target size and VG rifles do 12 damage leading to overkill. Their DPS is about 95% of the theoretical, down to around 92% if one take into account the target size, which actually makes riflemen have better DPS at all ranges.

For the penal problem I would like to see a small drop in mp and a munitions upgrade to the SVTs that is exclusive to the PTRS upgrade.
Then penal are terminators out of the gate and choices have to be made (turn em into powerful AI or save em for AT) instead of a natural progression of dominating AI into a counter to their would be counter.

You just described conscripts here, simply exchange svt for ppsh.

Except accuracy values, vet, and the non doc flexibility. Cons would remain relevant by having oorah and snare and molotov and merge and doctrinal boons like repair and ppsh and the AT ambush package but penal would trade utility for firepower. Additionally best I recall the ppsh isn't terribly good at range while the STV is remarkable at all ranges.
The penals could have guards mosins stock which would still make them potent out the gate.
