If they really want maxims to have this fast set up and narrow arc of fire (not behave like a proper support weapon) then just make it be the hmg with less suppression. This would make maximspam less effective while if you go for one or two you still have that good hmg damage output.

Do you know anybody who builds mgs for damage? The only reason to build HMG is supression, nerfing supression to the point where people build it for damage means nerfing it into non existance.

Being that so the only option is to make maxims like all other support weapons, give it bigger arc and longer set up time. Otherwise people will spam maxims 100% of the soviet games which we can already see in the current patch happening.

No. This is even more unacceptable since that would just make it a copy paste of vickers, even on the same side of conflict.
What can be done is something completely the other way round than your idea - nerf its damage. And by nerf I mean really nerf it. What do we get that way? We get into situation where you can supress incoming enemy squads just like right now, but out of the two players, you are going to be the one to suffer manpower bleed, meaning you will just end up with significantly smaller army. This can be elevated even more by removing standard discount on crew reinforcement from maxim. That way, going only maxims is going to be almost impossible and player is going to be forced to buy some damage dealing squads. At the same time soviets won't suffer that much of a nerf to a healthy T2 build.

You can't nerf maximspam without buffing conscripts. Maximspam is boring to play (with and against) but with upcoming patch is the only viable strat SU can rely on.

Both AAHT and Luch are average at best, dealing with maxims in garrison. They are much better in open.Ya, the anti-garrison buffs don't seem to do much more than before.

Wehrmacht has a couple of tools that can help like mortars (with smoke), sniper, flamer HT but OKW does not have any of that.

Well, the 251 flamer can go against perhaps one Maxim. After that, it has to repair. Against two Maxims, you can't risk it, because the Maxims are capable of simply destroying it.
