Certainly, Guards Rifle Anti-Tank Tactics(GRAT) is better than it.
because
1. Hit the Dirt and PPSH - GRAT have them too.
2. Rapid conscription - Is it worth? I think, It's not very useful..
3. You can't build a Guards.
hm... Rapid-Cons... What do you think about this? I don't know.
only Cons-repair is really useful ability.
It's only commander for Cons. but GRAT is enough or better.
so I think, Don't buy this Commander.
Buy Spearhead doc of german. It's awesome! haha!
Cons Support Tactics is really not OP. It's not good.

Yeah havn't tested this one yet, but on paper the other free doctrines do seem better anyway. Allow for more flexibility and adapt better.

Maybe you bought this game before release.
It means "You bought pre-order set"
so 4 commanders is free.

Conscripts repair ability had a very very slow rate the last time I used it, and I doubt they changed it.
And Rapid conscription, I think it costs 200munitions?

@marcus yep, 200 muni. slow rate doesnt matter, because if you spam conscripts you will always have like 2 or 3 squads repairing and its quite fast then
i dont think its that good in a 1v1, because you dont have guards to counter flamerhalftrack. but this seems to be the only downside, which you would have with shock-troops aswell. on the other hand, you get VERY VERY good conscripts, who can repair you t34 or t70 and can fight aswell, so its good for conscript spammers.
in a 2v2 or 3v3 or ... this doc is broken, tried it today.

I just found out that I dont have this doctrine anymore. Had 5 premium commanders with my preorder, now its 4
I admit having IS-2 with fast free repair is a bit imbalanced, but why take it away?

Repair a t70 is like grenade a Pershing, why would you do this? Better use self repair and cap a sector meanwhile

I really like conscript support tactics because I make extensive use of Conscripts and anti tank guns that's all I find myself really needing maybe some SU-76 just for the barrage it has.Personally I dont really find myself relieing on tanks.

I think Rapid Conscription and the Ost equivalent (that I can't remember the name of) should be made into after-the-fact abilities, or last a very long time. I don't like it as-is because you have to predict when you're going to take heavy casualties and use it ahead of time, which is redundant because if you know you'll get hit hard ahead of time, you'll change your strategy.
