I also miss the walking stuka being an expensive halftrack upgrade, not an end-game fuel distraction/cost.
If the panzerwerfer at least had the durability of the OKW stuka, that'd be nice so it didn't just instantly die to everything since it often has to get in closer than ATG range to hit anything effectively.

1) Increase rockets fired to 16 like it used to be but keep the dmg profile as is now. Don't touch reload. (used to do 160 dmg, now 80)
It only has 10 rocket pods, so 16 doesn't make sense. Just make the rockets more accurate and / or give them a larger area of effect.
You can't move it to T3 without making massive changes, like moving the PIV to T4 or something equally as dumb.

The problem is he isnt as reliable as a Katyuscha.. sometimes the rockets kill everything and sometimes they totally miss.
Maybe lower the scatter a bit and nerf its damage?

I'm afraid your knowledge is wrong there chap. It has 160 hp. Meaning it dies to one shot, just like katyusha. Its only saving grace is the small amount of armor on it, but that just protects it from small arms. You probably confused it with the Walking stuka (Thats OKW mate)

Edit: If you did see it take two shots, it was probably in the defensive-bonus area of a command tank; but that's a rare and unusual circumstance.
If it could actually take two shots (like the 251 HT) people would find it much easier to use
You are correct. For some reason I was thinking the ZIS-SU76-and T3476 all had the same damage.

With the Stuka I find that advantage is at least even, and the LefH really isn't as bad as people make it out to be; Allies have a harder time countering it than Axis and it is decently strong.
I'd be interested to see T3 Panzerwerfer, I feel getting it out early would be really risky instead of a normal tank as most people still have their M5's/Stuarts to sneak and kill it.
I just don't get it often enough in T4 to judge it's performance. If I have T4 up then Panthers are swallowing my popcap.
Soviets have a hard time. Using it against USF is dumb because pretty much every commander has an offmap + non doctrinal recon.

Infact, to fine tune my earlier suggestion:
Move it to hq but require either BP3 or T3 building built. That way guys who go T3 won't have to pay extra 45 fuel for BP3.

Again, T4 is a bonus tier. You get a heavy AI and heavy AT unit. The Sturmpanzer IV needs a bit of a cost reduction, but the Panther is one of the best tanks in the game so it's fine.

T4 Soviet isn't a bonus tier, it's equivalent to Ostheer T3. I don't know what you're trying to do, deflect?
If Soviets had a building with a stock T-34/85 (that was stronger than the current version) and an ISU-122, maybe you could compare them.

Thats my point. T4 is powerful ostheer weapons. The Panzerwerfer is a powerful unit. It belongs in the power tier. If you want to increase the power of ostheer T3 by that much, then you have to make a similar increase in power in soviet T3 (its current status aside).

I'm afraid I don't quite understand what you mean?
Edit, sorry you mean countering the LefH I assume. Sure I guess, but only infantry companie offmap is guarantued to kill it. Armour is utterly random and airbornes not going to work; nor is mech (?), rifle (Phos) or recon (?) I believe.

I think bringing its range in line with the range of the Katyusha is all that's needed. More range = more accurate = more effective.
