It should be inferior to the Panther, the 85 is a generalist tank and anything to make teching options more viable is better. Just because it's more CPs does not mean it should be better than the tech options.
As for the 34-76, I think it would be interesting if it was made cheaper fuel-wise and they gave the tank some sort of aura like the Sherman radio, but was a base ability that could increase rate of fire and other attributes. Make the 34-76 a pack tank that works better when in groups which would fit with the T-34/76 concept of being a cheap tank.
Should T-34/85 inferior to a panther? Yes it should.
Should it be doctrinal when it has produced 3 times than the panther? Absolutely NO!
IMHO, T-34/85 should be the end game non-doctrinal tank for the soviet, the it's really the time to fixed crippled soviet as soviet's every tactic depending on the commander *it's THQ's fault I knew, they are milking relic to make P2W game*

May i add that a buff for the t34 should also effect the kv1. This tank is nearly as expensive as a panther, but is slow as a KT and has zero AI or AT whatsoever
The KV1 has a much better ROF than the t34, has 270 frontal armor, is far, far faster than a KT (as in it's almost as fast as a medium tank), while having 800 health.
For a call in unit that requires no teching the KV1 is excellent.

T-34 AI is fine, it is the best medium in the game for crushing and the cheapest. With the hinted at snare changes next patch it will be even better.

Yes, and for cheaper price (-40mp, -20fu) it get much better gun, 120.0/100.0/80.0 vs 180.0/160.0/140.0 (HVAP - 250.0/225.0/200.0), better speed, yes - it's AT gun, but T-34 gun is quite mediocre against infantry and with crushing it doesn,t matter, better range and rof for exchange of 80 hp, both will blow up from 4 standard shoots.
With the hinted at snare changes next patch it will be even better.
If it will be like in beta, T-34/76 will be even worse position, cause other options are better.

What role would they fill at all if not reliably setting off the engine?
Countering light, and, desperately, medium vehicles. As intended.
Why "fix" what isn´t broken?
And why do you consider static gameplay as something that isn't broken?

Well, that´s the point. The alternative is nascar racing into infantry. I´ll enjoy my blitz P4 again I guess.

And the heavier tanks remain unharmed? How am I gonna support my Pak and ZIS gun? With another gun - one option less though. And much more expensive. Also making it easier to just lolrush into AT positions.

I prefer using ones head instead of mindlessly driving tanks around.

If this doesn´t come with some infantry crushing restrictions, I bet money the frustration is going to be high. Just imagine: A T-34 driving circles around a Pak supported by Grens. The Faust does not do anything to the engine, both Ost units die. Should that happen? Same applies to AT nades and Zis vs a P4.
