Spoils if war/Commanders

Hi, can someone explain how the new spoils of war system works and how it is related to new commanders? I was of the view that there were only 3 commanders per side, but people in the shoutbox have mentioned more commanders. Do we unlock the new commanders based on our prestige? No DLC commanders? What's the deal with bulletins?

Well I might be wrong about the xp thing, but the devs said that you are garanteed a loot drop after a certain amount of time played passes without getting one.

I also remember that players who got more xp during alpha often got more drops. The drop rate was increased and I often saw the best players get more like 5 v 3 of other players. I could have just seen that wrong or it have been a coincidence.

So is it possible to get the "pay2win"-commander through the spoils of war system?
Would be pretty cool to be able to get them, they might be really rare though.

You can get certain drops at fixed ranks. I started at rank 74, and already had a couple unlocked.
Duplicates are also in the system.
Right now, if you are lucky enough to get a permanent commander, I suggest you play the fuck out of it and rub it in everyone's face - I expect a lot of players will never unlock one.

Same here, bulletin at rank 5 was "Veteran Training: Infantry" (Riflemen and Volksgrenadiers rifles cooldown 2% faster between shots and reload 2% faster"), rare/blue.
Didn't get anything else otherwise yet (level 8 with OKW now).

Nope.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

I don´t get this. I "unlocked" an Elefant bulletin last game. It was available - like every bulletin now - before that though.
So now I can unlock commanders that other people payed for?

Because community was bitching to their heart content over DLC commanders, so now there you have it, farm them indefinitely forever.

I thought the new commanders would be able to be purchased, just that if you didn't want to pay for them there's is a chance to loot them instead.
