Basically the game menus are still in English, however the units all talk with their native language (Germans speak German and the Soviets speak Russian)
You just need to add the text underlined, ignore the rest

The text above the line says -mod AciSpeech
Basically it enables the mod in the game.
the -dx11 parameter is so that directx 11 is forced in the game. to see if you are using it simply go to Documents->my games->Company of Heroes 2->local.ini
if screendevice=DirectX11_Rendering_Device then you are using DX11 if not then you might want to put the -dx11 parameter
OR if you want you can use COH2 Manager that does that for you using an User Interface ( Ill be adding Mod downloader and installer/ KeyBinder in a week or so, im still coding the keybinder)

Tried it, been getting some weird text with $####### from the main menu. Is this due to the updated patches? If so, is there another one compatible for the most recent patches?
Unfortunately this mod does not work anymore and it is currently impossible to create similar modifications. Otherwise I wouldve given it a try.
Is it possibly to repair this mod and add two new factions?
No that is not possible.

Is it true, that modes were specially disabled by Relic?
Modding was enabled with the release of CoH2 back in 2013. It was possible to mod i. e. vehicles and other stuff. If I recognize this correctly then even modding of uniforms of all ingame units was possible. Relic disabled modding in late 2013 and enabled it again step by step with publishing CoH2 Worldbuilder and ModTool. Regarding modding Native Speaking it should be possible since they enabled modding again. But please correct me if I´m wrong.
