I'm soooooooooooooo happy that we have fixed positions now. Future Tourney Best-of-3's and Best-of-5's will now be fair and easy to set up!

The infantry bulletin:

Hold the Line (Bunkers) from +3% health and +3% armor to +7% health

In game it actually says Bunkers build 10% faster.

I think that no, until several further balance chances have confirmed that they are fair. In addition, I would demand that either all players in a tourney have them available, or no one does.

If all commanders are allowed i do not understand why bulletins not.
Its same problem like with bulletins.The game will never balenced and fair like
for example chess.

they use this numbers (3.0.0.10739 ) so they can fill tons of patch before going 4.0 version? LOL
