2x Tokarev SVT
2x PPSh-41
1x Mosin-Nagant
Option to replace the Nagant with a PTRS (the weapons marked with * would be slot items, with the DP being an undroppable slot item--this would simply require a copy of the existing slot item that can't be dropped).
Give them 1.75 armor or some such, slightly better than the norm. IIRC there were a few divisions of VVS paratroops that quite literally halted Barbarossa for a day or two (it was during one of the opening episodes of 'Soviet Storm: WWII in the East'--fascinating series).
