Strange. Your best bet is to post in the official forums, under bug reporting, and hope Relic answers it. Otherwise, you are on your own.
If you do figure it out, please let us know here, so that others with similar issues can also find the fix. |
What version of Windows do you have?
Do you also have the latest .NET Framework installed? |
You might have an old version, so try reinstalling with a newer version or different bit level (64 instead of 32). |
Yes.
Check out the official modding guidelines for more information, though:

Specifically:
•Community created mods cannot grant all pay-for DLC content to users of said mod.
•Mods cannot grant an entire list of DLC content within one specific category (e.g. a mod cannot grant all USF commanders, or all OKW commanders).
•Mods that grant DLC content must also change the CoH2 game in some way. The sole intent of a mod cannot be to provide users with DLC content for free.

2. Create a data\ui folder in your mod folder, then in Mod Builder add Burn Icons and select that folder for your icons. You refer to them in the Attribute Editor as ModIcons_<modID>_<filename>, where modID can be obtained by right-clicking and copying from the bottom right of the Mod Builder, and filename is the name of your file (without extension).
3. It should. |
In Mod Builder, under Options, are your Game and Tools path. Make sure you set those up correctly. |
Your first question. |
It built fine for me. Double check your Game, Tools, Java, and Flex SDK paths.
Also, if you have 64-bit Windows, try installing 64-bit Java. |
Could you take screenshots of your data\ui folder and then the attributes you are referencing the icons from? |
Yes, so long as you do not simply unlock them for free, as per the official modding guidelines. |
