I used to play T4 a lot with soviets, but now I don't really care anymore. Soviet T4 just doesn't give you a lot of options and requires you to supplement with doctrinal tanks before you can begin aggressive armor pushes. But why be defensive until 9-11cp when you can just get T3 at 5/6 cp and be agressive with T34/76s way earlier?

Exactly this. Try to be aggressive with any T4 unit and you'll throw the game so quickly. When Katyusha was OP last week, there were so many katyusha-abusive Soviet players who were attempting to use the SU-85 and it was hilarious! I took out a couple with a simple faust + circling 222.

So your other option is to camp and get obliterated with Stuka. By the time you have enough CPs for call-ins that allow you to be a bit more aggressive, German will have enough heavy armor that the game is basically over. Plus Relic really don't want you to have BOTH T3 and T4 as soviet, so you're left with very few options.

T34/76s just provide way more utility to help your mid-game than SU-85 could ever hope to, especially now that its AT has been buffed.

SU-85 (and the whole T4 tier) needs attention.

Also what does this mean in game terms: "Deflected shots now deal 20 damage"? Does that mean that missed shots deal damage to units next to where the rocket hit? Or does it pertain to damage to vehicles and tanks?

I believe this refers to penetration vs vehicles / tanks. If your rocket hits but doesn't penetrate, it'll do 20 damage instead of the full 80 (or 0 deflection damage as previously). So in a sense, your rockets will always do some sort of damage vs vehicles. Rockets will always penetrate vs infantry.

The point at which a squad retreating animation ends should be as soon as they reach the HQ building. It's annoying where there's that one idiot model that lags behind or decides to take a stroll around the base before joining the rest of his squad.

As for the US base, the weapon racks should be placed as close to the entrance of your base as possible so that you don't lose precious time walking around your base to pick up weapons.

There also seems to be some weirdness with the US base reinforcement range. I've noticed instances where a squad would retreat back to the HQ where the reinforce button is clickable, but you're too far from the actual reinforce range causing you to queue reinforcement but models to not actually fill up. You think you're reinforcing but they're just sitting there idly until the next time you check and you have to manually walk them closer to the center of the base.

Anyone else notice this?

The Katyusha is overperforming, and I'm mainly a Soviet player. I played a game yesterday where I spotted a LONE sturmpioneer squad trying to cap a point. As soon as I hit the barrage button he retreated but that squad got caught by a stray rocket and it was a total wipe. Nothing much he could've done differently to prevent that.

If it was a blob, I wouldn't feel as bad since I think massive blobbers need to be severely punished.

With that said, it shouldn't be nerfed to the ground to the state before the patch. Decreasing the effective range would mean it's a high risk, high reward unit since it'll be much more exposed. Rush it with a single pioneer squad and it won't be able to escape (the truck's rotation and speed is nothing to brag about). Also I don't think this needs 160 damage since your primary target is the blob of infantry and that is largely overkill. Reduce dmg to 120 or even back to 80 and we should have a more balanced unit.

AOE needs to stay though so it can actually hit stuff since the scatter is so huge.

If OKW player decides to set up their medic base so far forward and out in the open without any shot blocker, then artillery is pretty much the logical hard counter.
