The thing is that Wehrmacht T4 isn't really a necessity.
If you think about it, OH T4 is somewhat a step above Allied top tiers. SU T4 is about medium armor (a generalist and a TD) and artillery. USF T3? Medium armor (one generalist, one TD) and artillery (which is actually just a Sherman HE shooter with more range and less durability).
Meanwhile, OH T4 includes a heavily armored tank hunter which can face pretty much anything with armor in the game meaningfully, a gigantic assault gun that destroys anything without armor, and a shitty artillery piece that, at one time, did a decent job softening enemy positions. In their T3, however, you find medium armor: one generalist, one TD, and a manraping flak tank.
If OH just stops at T3, while their enemies advance in tech, then the only thing their enemies will have which they won't is artillery, but the Allies aren't really that good at defending anyways, so their stock mortar can probably do the job.
Meanwhile, OH T4 contains unit which the Allied stock army simply doesn't. Allies don't have a well-armored stock tank hunter or a well-armored stock assault gun.
So why is it that everyone whines about OH T4 being out of reach? The Allies don't even have an equivalent tier, so be glad at least you have the chance to tech up and unlock units which are just plain better. If you think about it, it kind of does feel like OH gets an extra tier, when they have Panthers and Brummbars while the Allied stock is strangely devoid of things like the KV-1S or the Sherman Jumbo.
OH T4 is a luxury tier, an extra level above your opponents you can ascend to if you have the means, but in no way a neccessity. You can play effectively without it; I do it all the time. Clearly everyone else does too, considering how they constantly insist that T4 isn't worth it.
So don't complain about how your super-special luxury edition mega tier that your enemies don't even have is hard to get. If OH T4 had units which were absolute necessities, then I could see the argument. But as it is, the Allies seem to be stuck in the past while OH gets to pull out every cool late-war toy. The OH tech tree just plain goes further forwards, and that's why it's also the priciest.

Unit costs are not calculated by their vetted state, but their initial state.
A vet 3 Su85 is also far more worth than 125 fuel, yet it's pop/costs are unaffected by that.
A JP4 at vet 5 is probably worth over 200 fuel, but when you buy it, it is not.
By that logic we can make all okw units or all units that have good vet even more expensive and more popcap intense.
I don't see why this is even an issue. Overwhelmed by OKW P4 spam? The popcap for the medium tanks is fine imo, no adjustment needed.
The reason why the ost grenadier have 7 pop compared to the conscript's 6 pop is because the grenadier have access to lmg42. The same logic should be apply to volks as well.
The volks have the most powerful vet in the entire game. Their low pop requirement despite their scaling potential is one of the biggest reason why schreck blob exist.
Why should the pziv have the same population as the sherman 75 and t34 76 despite being superior? E8 and the t34 85 have higher pop because they are superior to the pz4. By the same logic the pz4 should have a higher pop than the sherman and t34 76
The P4 is on the right position on it's price. Yes vet 4/5 it rapes every infantry you have, but therefore a OKW player has to preserve it as hell and that's no easy task, since it's armour isn't like a King Tiger. Still it will get raped by Jacksons and SU/85s from far.
OKW snowball into unstoppable juggernaut in larger team. Putting a pop increase on their spammable unit limit the snow ball effect. Even in a 2v2 it's easily to hit the 100 pop, and in that case the okw' pop requirement allow them to snoweball.

Considering the 85' just got bumped down to 130 fuel I'm just going to go ahead and say no thanks unless the fuel price for the OKW PIV dropped as well.
bump the t34 85 and E8 to 16 pop then. Since the OKW, t34 85, E8 are all basically "advanced" medium. |
first of all, the two pz4 are overall superior tanks to the allies medium, but yet they all cost the same amount of population (12). It's a bit hard to get a numerical superiority over the axis if you're population locked.
In addition, the okw pz4 have more armor and higher vet as well, so its population need to be higher than the Ost pziv.
it should look something like this:
okw pziv: 16 pop
Ost pziv, jackson: 14 pop
sherman, su85 : 12
t34 76: 10
second, the volks and conscript have the same pop, but the volks have the schreck upgrade and the higher vet. The volks squad should take 8 pop. (7 pop if the schreck get replaced by faust). |
make it base on tech/vet.
at the start of the game, conscript can only build the flimsy sandbag the usf and okw uses. Once the conscript is vetted and/or soviet reach t3/4, they can build the good old soviet tough sandbag. |

OKW wasn't very well thought out when it was designed. A faction should have a logical progress of power upwards, not a "weak most of the game then HOLY SHIT AHHHHHHHHHHH". The best thing about the new PIV is it makes OKW midgame a loooooot more tolerable.
maybe the okw resource could use some adjustment?
making it 75% fuel and 75% munition, but all unit take more population. OKW are very population efficient and that's part of the reason why they snowball. Pop for pop, once the OKW get their vet they are unstoppable.

well, if you want to buff the conscript, you might want to start by buffing the molly since that ability got nerfed during the flame crit change.

They actually have a smaller target size than OKW/USF ones so paradoxically they are harder to hit
target size only really matter against small arms.
the "hitbox" on the model is what matter against everything else, which is basically what will actually harm sandbag to begin with. |
