About RNG:
It seem a number of people do not like RNG and have connected it "bad" events.
People complain about "abandoned tanks", "main guns destroyed" and even about tanks missing or failing to penetrate.
On the other hand I have not seen so many people complain when their tank hits four times in row with 70% probability to hit or when their tank penetrates four times in row with 60% chance to penetrate.
That imo create a negative feeling associated with RNG. COH is game with RNG and imo that is part of its beauty.
Having airplane crushes wipe whole armies as it used to be is bad design and the decision to lower the damage was a good one.
On the other hand having plane crushes cause no damage as it is now in the patch preview is something I personally do not like either.
Currently Molotov/AT grenade have a 205/20 cost and the change gives a 55/5 discount and combined with medic change that is a total of 105/5 fuel discount to Soviet tech. (and T2 already had its cost reduced in previous patch)
In addition the change increases the cost of AT access by 25/5.
Both changes are bad. Soviet tech in line with other factions and does need further a discounts.
Increasing the cost snare makes producing different units even less appealing.
If you go ahead with this change at least add some tech cost to satchel and/or for
Penals.

This change will need some testing to see if avoiding off map is actually possible but removing the stun is a generally a good change and I have actually pointed out that stun is a big part of the problem.

Consider converting some of the fuel cost of M3 to manpower
Consider increasing the XP value and/or cost CE since the have received a number of buffs and are now closer to other engineer units.
--Part of luch problem is it horrible moving accuracy, glide shots are not a realistic option and imo a light vehicle like the luch should not be expected to stand still to inflict damage.
So it might be a good idea to split the difference of this change half the bonus going into moving accuracy 0.3->0.4 and the other half going to modifiers 0.4 instead of 0.5.

--Increase rear/side armor the unit exposes rear/side armor due to case mate sorter range.
Since you have decided to practically kill the Osttruppen commander I would advice to at least kill only one commander instead of two and replace the Ostt with something actually useful in defensive commander. "Even hull down" will do.
