That would be a terrible idea, and there would be no incentive to go for T4 because T3 has everything else already. The T-34/76 isn't really deserving of being a T4 tank. Its expensive and crappy. The SU-85 is pretty necessary as the SU and T-34/85 could basically be a step up cheap zerg tank. Skipping on T-4 means not having your best AT and using outdated tanks against panthers. If suppression is there to stay I am now in favor of aiming the gun. If the LiG and PH are meant to be mortars then they should auto aim and be able to suppress.
