A much more reasonable suggestion is just removing it's ability to pen mediums, that's all. It can't even lock down that many points unless you get lucky or put it out in the open (were it will die faster). There are many options to make it less "This is now OKW's territory unless they dumb". They could do as you said. They could reduce the range to 30 to leave it helpless to tanks. They could make the flak cannon an additional upgrade to the building with an appropriate cost and upgrade time ("appropriate" is a code for "I can't ballpark this anymore"). An AT gun can do it's full 160 damage to it with no chance to bounce, you don't think that's already enough? If you shoot at the Schwer with more than one thing it goes down pretty quick. The Schwer isn't an issue, and the only people who have problems with it have never played OKW before to understand it's importance. OKW doesn't have any fortification options to lock down territory, you need to get a doctrine and then it's a LOT of munitions, and with how desperate OKW is for fuel them being able to lock down some of the map isn't unbalanced. Since when do tiers lock down the map with suppression and medium AT capacity? A minute is still an eternity in this game. There's a lot of territory you can neutralize or capture in a minute, disregarding the simple ability of just bringing units up to the Schwerer. Yes, and getting a bunch of things to shoot at it is also difficult, like my previous complaint a player will only reliably take it down with a bunch of tanks with the enemy's other forces drawn to another side of the map that are far more expensive than the Schwerer. The Soviets can't lock down territory without a doctrine either. No one can lock down territory like a Schwerer HQ...while coming with a tier. In: COH2 Gameplay

Pffffffff Buying that thing practically lets Volk spam overrun the USF player in 1v1 with how outrageously expensive it is most of the time. Not to mention it's so horribly inaccurate outside of its near-minimum range it practically can't hit even the Schwerer reliably at AT gun range, leaving you to park a gun with the same survivability as the 57mm (because it is decrewed after losing 3 men) even closer to further make it terribly unlikely to succeed if your opponent is not completely ignoring everything you're doing. Throw it at diesel engine at the back of the turret and watch black (or double black) yanks jumping out in 30 secs. Actually, I'm pretty sure it isn't anymore, the measures they take nowadays to prevent ammo cook-off if the tank gets destroyed probably also applies to the case of molotov cocktails. I'm also told it especially wouldn't work on an Abrams on account of hitting its engine wouldn't do harm it at all because the damn thing already burns hotter than any molotov could (also, guzzles gas like a frat boy on beer, but that's besides the point).
