Support the tank with a tank-destroyer (either SU76 or SU85) and the Katy and you will find they perform much better than when just getting 4 T34/76.
T34/76 will no protect my SU and the Katy form shreks or PAKs or heavy nazi TD.
I do not like reworking of conscripts. They are sort balanced.
Penal battalions weren't just "cannon fodder". They were often well equipped, much better than your run of the line strelki.

The King Tiger could penetrate the IS-2 on all combat ranges .The IS-2 could somewhat fight back, but definitely not by "penetrating" the King Tigers or often even Panthers armor with AP ammunition for that matter .
You write strange things. The only known example of the use of HE shells is SU/ISU-152 with their six-inch howitzers. No sence use HE when you have effective AP-rounds. And IS-2 have them.
