400 HP with smoke and 60 range for auto fire? Increased with barrage (which is kinda bad hence the change). The unit would be bananas if it arrive at the same or similar timing as other light vehicles. The current performance is only justified because it's on the Major tech.

Pack Howie performance was in line when all other indirect fire automatic weapons (mortars) were strong (in afk mode).
Once all those got nerf, Pack Howie was an outliner and just received a nerf in the wrong direction (survivability nerf) and barely adjusting the scatter to be closer to that of the 120mm.

Swap Scott with Pack Howie, nerf survivability on Scott (HP or smoke) or move some of the power offensive budget from the auto fire to the barrage.

Rework Pack Howie, by removing auto fire and making it barrage only weapon with a profile closer to that of a Howitzer. Add a fuel cost. Make it similar (but not as bad) as the Land Mattress.
