This pops up every couple of months. If you click on the building the sniper will attack the building. If you attack move near the building, the sniper will attack the garrison. (And there are actually a few odd situations in which it makes sense to attack the building.)
Yes it needs to be nerfed like UKF bombing run, so no one ever use it. (i would agree on cost increase to 200)
UKF bombing run is an excellent comparison, actually. Stuka dive bomb does more damage, much faster, is radically more difficult to dodge and all this for half of air superiority's price. And that's before you count the sound bug which makes it flatly undodgeable.
It was perfectly useful before it was massively ninja buffed. In its present state it is flatly indefensible.
Counter sniper is the most reliable, but it's very micro intensive. 2nd most reliable is UC, but that's hairdo untested by 222 and will have difficulty coming to grips with sniper against a good opponent. Bear in mind that that isn't the end of the world--going UC is basically supposed to cap your mp losses while you stall for a better counter rather than kill it directly

Edit: Actually, I think a huge change up is upgrades vs customization. A lot of those games have upgrade paths to choose from, but CoH2 doesn't... really have them, at least not to any considerable extent. There should be more stuff at default IMO, like all Grens should be able to choose between G43 and LMG, and Conscripts should have a single DP upgrade, armored skirts global upgrade from base costing munitions, tungsten rounds for USF AT being a late game upgrade instead of an ability, and so on.
You can pick at those examples, to be sure but how many games actually allow a "design your own commander" equivalent? Any AAA rts? Honestly I can't think of one. Especially given the number and power of the commander abilities in this game, it seems likely to be a balance clusterfuck.
